RE: Discussion and consideration of authorizing the City of Coppell to enter into an
agreement with the developers of DFW Trade Center and the City of Grapevine
to participate in the amount of one-third the cost of the extension of Freeport
Parkway within the City of Coppell.

Council may recall that recently an Interlocal Agreement was entered into with the City of
Grapevine to expedite the development of what is known as the DFW Trade Center on the
northwest side of S.H. 121. That Interlocal Agreement covered items such as police protection,
fire protection, maintenance of roadways, floodplain administration, etc. I was recently
contacted by the Director of Public Works for the City of Grapevine stating that during
negotiations of the Interlocal Agreement one item was overlooked from Grapevine's side. The
City of Grapevine has a policy that when streets are developed, the City will participate in the
amount of one-third of the cost with the property owners on each side picking up the remaining
two-thirds of the cost. The City of Grapevine had committed to pay for one-third of the cost
of Freeport Parkway. However, now that the project is under way, City of Grapevine officials
stated they had not anticipated that Grapevine would participate in the portion of the roadway
within the City of Coppell and as such they are not able to expend their tax dollars within the
City of Coppell.
Because the developer of the property had the understanding that he would only be responsible
for two-thirds of the cost of the roadway, he did not factor into his development budget the
entire cost of the roadway within the City Limits of Coppell, but only two-thirds of that cost.
The actual cost of the portion of the roadway within the City of Coppell is $117,403.51.
Therefore, the one-third cost to the City of Coppell will be $38,743.16. The City of Grapevine
is requesting that the City of Coppell consider this request and approve participation of one-third
of the cost of the roadway within the City Limits of Coppell in the amount of $38,743.16.
Staff brings this item before Council for their consideration and will be available to answer any
questions at the Council meeting.

RE: FREEPORT PARKWAY CONSTRUCTION PROJECT- SH 121 TO DENTON
CREEK
Dear Ken:
The City of Grapevine, in conjunction with the developer of the IDI tract in northeast
Grapevine and northwest Coppell, have recently opened bids for the construction of
Freeport Parkway extending from SH 121 north and west to Denton Creek. This
roadway will be constructed as a four lane divided roadway with an expanded cul-de-
sac turnaround at the end adjacent to Denton Creek.
The budgeted construction cost for this project is now $834,495.55. Of that, the
City of Grapevine will typically participate in one-third of the cost. In this particular
case, however, the City of Grapevine cannot pay for the one-third cost of the
roadway that falls within the City Limits of Coppell. The estimated construction cost,
including material testing and 10% contingencies, for the Coppell roadway segment
is $117,403.51.
The developer has always expected to pay for two-thirds of that cost, totaling
$78,660.35. However, he expected City participation in the remaining 838,743.16.
~ince advising the developer that the City of Grapevine cannot participate in this one-
third cost outside of the City Limits of Grapevine, the developer has responded by
asking the City to raise the issue of participation with the City of Coppell for that
portion of the roadway within the City Limits of Coppell. Based upon that request,
I am forwarding this letter to you requesting that the City of Coppell consider funding
one-third of the cost of the roadway improvements in Coppell estimated at
$117.403.51, yielding a Coppell participation of $38,743.16.
The City of Grapevine is undertaking the construction of this project as a City Project
with the contractual obligations between the roadway contractor and the City. The
developer is providing funds for their share of the cost in advance of the City's award

of contract to ensure that adequate funds are available for the award of contract and
subsequent construction of the roadway project. If the City of Coppell is interested
in participating in the cost the roadway within their City Limits, we request that
Coppell likewise provide their share of the funds to the City of Grapevine for us to
expend as part of the construction management of this project. We will prepare an
Interlocal Agreement for this participation and will be happy to provide any budgeting
or fund tracking information that Coppell would feel necessary to ensure that their tax
payers dollars are being expended within their City.
At the close of the project, any balances due to either City or the Developer will be
refunded upon final payment to the Contractor.
I appreciate you considering this request for the City of Coppell's participation in this
project and would be happy to provide any additional information you may need in
your preparation for consideration of this issue by your Council.
