HISTORY:
No platting history. [The zoning case was held under
advisement and the preliminary plat was denied at the March
19th Planning and Zoning Commission Meeting.]
TRANSPORTATION:
Sandy Lake Road is a two-lane asphalt road within a variable-
width right-of-way, shown on the thoroughfare plan as a C4D
four-lane divided collector street to be built within a 110'-wide
right-of-way. Lodge Road is an undivided collector built to
standard, but within a substandard right-of-way width of 50' (60'
is standard).

COMPREHENSIVE PLAN:
The Comprehensive Plan shows the property suitable for
low density residential use.
DISCUSSION:
This preliminary plat and site plan are acceptable subject to conditions
stated in the zoning request.
The applicant is showing a 15 building line for Lots 1 & 16, Block 1 and
Lots 1, 4, 5, and 9, Block 2. Typically, on comer lots in residential
subdivisions, both street exposures are treated as front yards, except where
one street exposure is designated as a side yard by a building line shown
on a plat approved by the Planning and Zoning Commi.qsion providing a
setback of 15 feet or more.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of the preliminary plat subject to the following conditions being met:
1) The preliminary homeowners agreement be approved by the City Attorney.
The development will be assessed the park development fee of $1,285 per dwelling unit
(see Leisure Services comments).
3) An irrigation plan is required for the common area. (see Leisure Services comments)

Grand Homes is the new applicant for the Eastbury Manor residential subdivision
located at the northeast comer of Lodge and Sandy Lake Roads. The applicant
did not submit bluelines for DRC review because the layout of the subdivision has
not changed. However,'theapplicant will be present at the May 7th DRC meeting
to discuss the elimination of selected alleys.

Dear Mr. Sieb:
Pursuant to our meeting today, Grand Homes has taken Assignment of the Ryland
Contract and above referenced Zoning Application. All rights, title and interest have been
assigned to Grand Homes from the Ryland Group and Mr. HitchcoLk has ratified the
Contract. We have met with representatives of the adjoining neighborhood and we are
prepared to move forward with the Application as it has been presented to you.
We request the Application to be allowed back before Planning and Zoning Commission
on the May 21, 1998 agenda, and be approved in accordance with staffs recommendations
prepared prior to the March 19, 1998 hearing.
