General
Portable Traffic Signals (PTS) shall be trailer mounted units. Each unit shall be self
contained and consist of two signal heads per trailer. One signal head shall be mounted
on an over head mast arm capable of extending over the travel lane. The other signal shall
be mounted on a vertical upright.

(4) 7,000 lb stabilizer jacks with 2-1/2” square pin positioned telescoping galvanized
drop leg with zinc plated 6” x 8” steel foot plate. Vertically installed on 84” front to rear
dimension and 79” side to side dimension. Lifting ring to facilitate lifting and placing the
PTS trailer as required.
Signal Head The portable traffic signal (PTS) trailer shall be capable of accommodating a vertical
upright and a horizontal mast arm. The overhead signal shall provide a minimum
clearance of 17ft.-6in. measured from the bottom of the signal head to the road surface.
Wind Load The trailer and all mounted equipment shall conform to the wind load requirements (90
mph minimum) as described in AASHTO Standard Specifications for Highway Signs,
Luminaries and Traffic Signals 4th edition. Conformance to the AASHTO Standard
Specification shall be verified by a reputable independent source. A certificate of
compliance endorsed by a Registered Professional Engineer with the supporting
Engineering Study shall be made available upon request. No additional ballast shall be
used to meet the requirements of the AASHTO Standard Specification. Additional
ballast includes but is not limited to, sand bags, concrete/cement blocks and steel, cast,
or iron weights.
Transport PTS trailers shall be manufactured to accommodate the option of transporting two signal
trailers with one vehicle. The PTS trailer shall be equipped in such a manner as to
provide legal transport on the public highway system. Each signal trailer shall be
equipped with four stabilizing/leveling jacks, one on each corner of the trailer.
Signal Heads / Display Requirements
The PTS shall meet the physical display and operational requirements of conventional
traffic signals as specified in Part IV of the Manual on Uniform Traffic Control Devices
(MUTCD). Signal Heads shall be cast aluminum and have three 12 inch LED indications,
conforming to ITE Specification “Vehicle Traffic Control Signal Heads” and NEMA
Standards TS1 and TS2. Signal heads shall be equipped with visors which extend beyond
the signal head a minimum of 10 inches. The signal heads shall have the ability to
accommodate back plates and rotate horizontally 180º. The overhead signal shall have a
minimum clearance height of 17 ft. measured from the bottom of the green indication to
the road surface. The lower signal head shall be mounted to a vertical upright at a
minimum height of 8 ft. measured from the bottom of the green indication to the road
surface.
Power Requirements
Each PTS Trailer shall be equipped with batteries sufficient to operate the signal for a
minimum of 21 days @ 72º without charging. The charging system shall include 450
watts (minimum) of solar collection capability and an onboard battery charger capable of
being used with a 120V AC power source. The system shall also include an onboard
monitoring system capable of regulating and providing a visual display of the battery
voltage and solar input.
Operational Requirements
Each PTS shall be equipped with an operating system having the following capabilities:
A conflict monitoring system conforming to NEMA Standards. The capability of being
operated in a fixed time, traffic actuated or manual control mode. Fixed time mode
operation option must include the ability to provide a minimum of five automatic signal
timing changes within a 24-hour period. The operating system shall have the ability to
control a minimum of 7 traffic phases. Programmable green times from 3 second to 250
seconds and red times from 1 second to 250 seconds in 1 second increments shall be a
required. The ability to facilitate minimum / maximum green time programming in the
traffic actuation mode in a manner that will extend the green times in predetermined
programmable segments as required. The operating system shall have the capability of
facilitating standby modes of red, red flash and yellow flash mode. The operating system
shall be capable of facilitating traffic actuation with true presence capability. The
operating system shall have the capability of interfacing with a remote monitoring system
capable of reporting signal location, battery voltage and system default. The monitoring
system shall not be limited to cellular phone coverage areas, and must remain operational
regardless of location and weather conditions. The operating system shall have an
integrated mechanism capable of recording system malfunction including date and time
of system failure. This information shall be available in a printable format. The operating
system shall be capable of accommodating a pre-emption system with optical activation
which provides a priority green phase in the direction of appropriately equipped
approaching emergency vehicles. The operating system shall have the capability to allow
the PTS to be connected to and controlled by a standard NEMA controller. The operating
system shall be equipped with diagnostic capabilities in the event of a system default.
The system shall have the capability of identifying the default in a manner that will
expedite the return to full operational mode.
Actuation Requirements
The PTS systems shall be available with traffic actuation capabilities. Acceptable traffic
actuation systems include microwave motion sensors, video detection and in pavement
loops. Acceptable PTS systems shall have the capability of being operated with both a
motion and true presence actuation system.
Communication Requirements
PTS systems operated in the fixed time mode may be operated independently free of
hardwire or radio communication. However the PTS must conform to the default
requirements. PTS systems operated in the actuation or manual mode shall communicate
via hardwire connection or wireless radio link communication. If the hardwire
communication is utilized the communication cable shall be deployed in a manner that
will not intrude in the direct work area of the project or obstruct vehicular and pedestrian
traffic. If the radio link communication option is utilized clear line of sight must be
maintained between PTS units and the radio system shall conform to the applicable
Federal Communication Commission requirements and all applicable state and local
requirements.
Default Requirements
PTS systems shall have the capability of reverting to a red, red flash or yellow flash mode
upon system default. The default setting shall be red flash unless otherwise stated in the
project specifications or dictated by the project engineer. Upon default the PTS system
shall immediately contact a minimum of three responsible individuals via the remote

The Horizon Work Zone Intrusion
Alarm provides an audible alert in
the event a vehicle violates the
red indication. The Horizon

Hour Meter
The Hour Meter tracks the controller
operational time in tenth of an hour
increments and is re-settable.
Pre-emption System
The Pre-Emption System provides
a green phase in the direction of
a approaching emergency vehicle.
Indication lights will confirm the
system is functioning. Actuation is
accomplished through optical
communication.
Remote Monitoring System
Reports signal location, low battery voltage and
system failure through email and / or cell phone
text messaging. The Horizon Monitoring System
utilizes satellite technology and will provide con-
stant performance regardless of
signal location.
Pilot Car / Flagger Module
Allows a pilot car driver to operate the
Horizon signal system remotely using a hand
held transmitter. The operator can provide a
green indication to a phase of traffic for a
pre-prescribed time, after which the signal
reverts to an unlimited red indication.
Pedestrian Signals
Pedestrian Signals can be added to the
SQ3TS trailer mounted signal system or
the SQ2 cart mounted signal system.
They can also be used as a stand alone
cart mounted indication for flexible
placement. Horizon pedestrian signals
conform to MUTCD Standards and are
available with a push button actuation
Turn Arrows
Additional phases with turn arrows can be
added to the Horizon Signal System. The
Horizon modular controller can accommodate
up to 9 traffic phases utilizing up to 16 Horizon
portable traffic signals.
Manual Operation
Horizon Signals can be programmed
to operate in manual hand controller
mode. The conflict monitoring system
in every Horizon controller eliminates
the possibility of conflicting indica-
tions.
Communication Options
Horizon Signal Systems are available with a hardwire
interconnect and/or a wireless radio communication
system. The radio communication option utilizes radios
that operate in the license free 900MHz band. Horizon
Signals operated in the hardwire interconnect mode utilize
a 18 gauge 2 strand communication cable. The Horizon
Signal System can control up to 7 traffic phases with the
radio communication system and 8 traffic phases with the
hardwire interconnect.

Traffic Actuation
Horizon Signal offers two types of traffic actuation:
Microwave Sensors: Features a broad detection zone
which can be set for approaching
vehicles only and is motion activated.
Video Detection: Features multiple programmable detection
zones with directional options and true
presences.
Remote Monitoring System
Reports signal location, low battery voltage and
system failure through email and / or cell phone
text messaging. The Horizon Monitoring System
utilizes satellite technology and will provide
constant performance regardless of
signal location.
Trailer Mounted Option
The SQ2 is available in a self contained trailer
mounted configuration. The trailer mounted SQ2 or
SQ2T can be transported to the project site with a
light duty vehicle and can be used in conjunction
with the SQ2 & SQ3 Horizon Signal Systems.
SQ2 Solar Charging Option
The SQ2 Pedestal Mount Portable
Traffic Signal System is available with a
solar charging option. The solar option
features an 80-watt solar panel and
charge controller for extended runtime.
The solar charging option also includes
the outrigger package.
SQ2 Stabilizing Outriggers
The SQ2 outrigger package features 4
removable stabilizing / leveling crank style
jacks. The jacks make leveling the SQ2 cart
fast and efficient while providing additional
stabilization.
Battery voltage Indicator
The battery voltage indicator is standard on
all SQ2 carts. It provides a visual indication
of the battery status of each cart.

Portable Pedestal Traffic Signal System
General
Portable Pedestal Traffic Signal System (PPTSS) shall consist of 2 – signal carts per
traffic phase with 1 – signal head per cart. Signal heads shall be mounted in the vertical
positions.
PPTSS Cart Requirements
PPTSS carts shall be equipped with one signal head containing 3 – 12 inch diameter LED
signal lamps (red, amber, green) mounted in the vertical position. Signal Heads shall be
mounted on a retractable vertical upright and equipped with a manual hand crank. Each
PPTSS cart shall be equipped with batteries and a 120V AC charger in a lockable
weather proof compartment. Batteries shall be capable of a minimum of 172 hours of
continuous operation at 72º F without charging. Each PPTSS cart shall be equipped with
solid rubber tires and retractable handles to facilitate deployment, relocation and removal.
PPTSS carts shall be painted highway safety orange. Each PPTSS cart shall be clearly
identified with the manufacturer, serial number and emergency phone number.
Signal Head / Display Requirements
The PPTSS shall meet the physical display and operational requirements of conventional
traffic signals as specified in Part IV of the Manual on Uniform Traffic Control Devices
(MUTCD). Signal Heads shall be cast aluminum and have three 12 inch diameter LED
indications, conforming to ITE Specification “Vehicle Traffic Control Signal Heads” and
NEMA Standards TS1 and TS2. Signal heads shall be equipped with visors which extend
beyond the signal head a minimum of 10 inches. The signal heads shall have the ability
to accommodate back plates. The signal head shall be mounted to a vertical upright at a
minimum height of 8 ft. measured from the bottom of the green indication to the road
surface.
Operational Requirements
Each PPTSS shall be equipped with an operating system having the following
capabilities:
A conflict monitoring system conforming to NEMA Standards. The capability of being
operated in a fixed time, traffic actuated or manual control mode. Fixed time mode
operation option must include the ability to provide a minimum of five automatic signal
timing changes within a 24-hour period. The operating system shall have the ability to
control a minimum of 7 traffic phases. Programmable green times from 3 second to 250
seconds and red times from 1 second to 250 seconds in 1 second increments shall be a
required. The ability to facilitate minimum / maximum green time programming in the
traffic actuation mode in a manner that will extend the green times in predetermined
programmable segments as required. The manual control mode shall not allow the
operator to interrupt the preprogrammed all red clearance times in a manner that would
create a conflict. The operating system shall have the capability of facilitating standby
modes of red, red flash and yellow flash mode. The operating system shall be capable of
facilitating traffic actuation with true presence capability. The operating system shall
have the capability of interfacing with a remote monitoring system capable of reporting
signal location, battery voltage and system default. The monitoring system shall not be
limited to cellular phone coverage areas, and must remain operational regardless of
location and weather conditions. The operating system shall have an integrated
mechanism capable of recording system malfunction including date and time of system
failure. This information shall be available in a printable format. The operating system
shall be equipped with diagnostic capabilities in the event of a system default. The
system shall have the capability of identifying the default in a manner that will expedite
the return to full operational mode.

traffic actuation systems include microwave motion sensors, video detection and in
pavement loops. Acceptable PPTSS systems shall have the capability of being operated
with both a motion and true presence actuation system.
Communication Requirements
PPTSS systems operated in the fixed time mode may be operated independently free of
hardwire or radio communication. However the PPTSS must conform to the default
requirements. PPTSS systems operated in the actuation or manual mode shall
communicate via hardwire connection or wireless radio link communication. If the
hardwire communication is utilized the communication cable shall be deployed in a
manner that will not intrude in the direct work area of the project or obstruct vehicular
and pedestrian traffic. If the radio link communication option is utilized clear line of sight
must be maintained between PPTSS units and the radio system shall conform to the
applicable Federal Communication Commission requirements and all applicable state and
local requirements.
Default Requirements
PPTSS systems shall have the capability of reverting to a red, red flash or yellow flash
mode upon system default. The default setting shall be red flash unless otherwise stated
in the project specifications or dictated by the project engineer. If specified the PPTSS
shall upon default be equipped to immediately contact a minimum of three responsible
individuals via the remote monitoring system described in the Operational Requirement
section.The PPTSS system repairs shall be the responsibility of the contactor and shall
be rendered in a manner that will return to PPTSS to full operation condition in the most
expeditious manner.
Basis of Payment
This work shall be paid for at the contact price unless otherwise specified in the project
specifications
Portable Trailer Mount Pedestal Style Traffic
Signal System
General
Portable Trailer Mount Pedestal Style Traffic Signal System (PTMPSTSS) shall consist

(12 inch) diameter LED signal lamps (red, amber, green) mounted in the vertical position.
Signal Heads shall be mounted on a retractable vertical upright and equipped with a
manual hand crank. Each PTMPSTSS trailer shall be equipped with 3-deep cycle
batteries and a 110-volt charger in a lockable weather proof compartment. Batteries shall
be capable of a minimum of 5 days of continuous operation at 22° C (72º F) without
charging. The PTMPSTSS shall also be available with a solar charging option to facilitate
continuous operating for a minimum of 30 days in temperatures of 10° C (50° F). The
PTMPSTSS Trailer shall be painted highway safety orange. Each PTMPSTSS Trailer
shall be clearly identified with the manufacturer, serial number and emergency phone
number.

Emergency Portable Traffic Signal System
General
The Portable Traffic Signal System herein specified is intended for applications resulting
from natural disaster, power failure or other short term emergency requirements. The
Emergency Portable Traffic Signal System shall be referred to in this specification as
EPTSS. The EPTSS shall be trailer mounted with a retractable mast arm equipped with
signal heads sufficient to control four traffic phases (typical intersection) including a
separate and exclusive turn phase.
Signal Trailer
The EPTSS trailer shall be capable of accommodating a retractable vertical upright which
can be extended by engaging a power switch. The trailer and all mounted equipment shall
be structurally adequate for normal operation in wind velocities up to 80. No additional
ballast shall be used to achieve the structural stability required for normal operation.
Additional ballast includes but is not limited to, sand bags, concrete/cement blocks and
steel, cast, or iron weights (secured or unsecured). EPTSS trailers shall be equipped with
adequate reflectivity to facilitate placement in intersections. Each signal trailer shall be
equipped with four stabilizing/leveling jacks, which facilitate ease of deployment and
provide sufficient stabilization. The EPTSS trailer shall have adequate structural integrity
to facilitate lifting and placing the EPTSS trailer as required.
Signal Head / Display Requirements
The EPTSS shall meet the physical display and operational requirements of conventional
traffic signals as specified in Part IV of the Manual on Uniform Traffic Control Devices
(MUTCD). Signal Heads shall be polycarbonate and black in color. The signal heads
shall be equipped with 8 inch diameter LED indications, conforming to ITE Specification
“Vehicle Traffic Control Signal Heads” and NEMA Standards TS1 and TS2. The EPTSS
shall be equipped with three ball indications (red, amber, green) and three left turn arrow
indications (red, amber, green). Signal heads shall be equipped with visors which extend
beyond the signal head a minimum of 8 inches. The signal heads shall be mounted to a
vertical upright with a minimum height capacity of 8 ft. measured from the bottom of the
green indication to the road surface.
Power Requirements
Each EPTSS Trailer shall be equipped with batteries sufficient to operate the signal for a
minimum of 14 days @ 72º without charging. The charging system shall include 20 watts
(minimum) of solar collection capability and an onboard battery charger capable of being
used with a 110 volt power source. The EPTSS shall be designed to facilitate battery
replacement without interruption of the signal operation.
Operational Requirements
Each EPTSS shall be equipped with an operating system having the following
capabilities:
A conflict monitoring system conforming to NEMA Standards. The EPTSS shall have
the capability of being operated in a fixed time or wireless remote control mode. Fixed
time mode operation option must include the ability to provide a minimum of five
automatic signal timing changes within a 24-hour period. The operating system shall
have the ability to control a minimum of 7 traffic phases. Programmable green times
from 3 second to 250 seconds and red times from 1 second to 250 seconds in 1 second
increments shall be a required. The wireless remote control mode shall not allow the
operator to interrupt the preprogrammed all red clearance times in a manner that would
create a conflict. The operating system shall have the capability of facilitating standby
modes of red, red flash and yellow flash mode. The operating system shall have an
integrated mechanism capable of recording system malfunction including date and time
of system failure. This information shall be available in a printable format. The operating
system shall be equipped with diagnostic capabilities in the event of a system default.
The system shall have the capability of identifying the default in a manner that will
expedite the return to full operational mode.
Communication Requirements
EPTSS shall be equipped with modular based controllers which shall be interchangeable
between EPTSS Systems. The EPTSS must be operated in a manner that will maintain
communication and monitoring by a master controller at all times. The EPTSS must
conform to the default requirements as described by MUTCD. The wireless remote
control module shall be operated by utilizing wireless radio link communication.
Wireless remote operation shall employ safeguards to ensure conflicting indications
cannot occur. It shall also have proper safeguards to prevent the operator from overriding
red clearance times. When radio link communication option is utilized clear line of sight
must be maintained between EPTSS and the wireless remote control operator.
Default Requirements
EPTSS systems shall have the capability of reverting to a red, red flash or yellow flash
mode upon system default. The default setting shall be red flash unless otherwise
requested by the authorized governing agency. The manufacturer of the EPTSS shall
maintain a 24-hour technical phone support system to provide support in the event of a
system malfunction.
