Dear Mr. Goodwin:
We have reviewed the final plat of the above referenced addition. This plat will be subject
to one City Review only. When the attached staff comments have been fully addressed the
following information must be received in our office no later than Wednesday at noon,
January 8, 1997 in order to remain on the January 21, 1997 City Council/Planning & Zoning
Commission agenda.
1. Two (2) 24" x 36" copies of the revised plat without signatures.
2. Forty (40) 11" x 17" high-quality reductions on paper of the plat
without signatures. Folded and 3 hole binder punched.
3. One (1) tax certificate stating city and school taxes are paid to date.
4. One (1) tax certificate stating county taxes are paid to date.
The revised plat will be reviewed for compliance with the staff comments. You will be
notified if additional revision is necessary, otherwise the following items will need to be
submitted by January 15, 1997:
1. Two (2) blackline mylars of the plat with original signatures
2. One (1) copy of the Owner's Certification statement and notary on letter or
legal size paper with original signatures (in_hlar, kil~).
3. One (1) copy of the Avigation Release statement and notary on letter or legal
size paper with original signatures (in black ink).

COMMENTS ON THE FINAL PLAT:
* This plat needs to be approved by both the City of Grapevine and the City of Coppell
prior to filing. The City of Grapevine will require one mylar with all signatures for
our records. This plat will need to be filed with Dallas County by Goodwin and
Marshall.
* Per the Interlocal Agreement between the Cities of Grapevine and Coppell, the
following applies to the site:
1. Water and Wastewater Fees for all property within the IDI are payable
to the City of Grapevine at the following rates:
$2487.48 / acre within the City of Grapevine.
$3109.35 / acre within the City of Coppell. (1.25 times the Grapevine
rate)
2. Water rates within Coppell will be 1.25 times the standard Grapevine
rate.
3. All building inspections will be made by Grapevine. Building
inspection fees will be payable to the City of Grapevine.
4. If there is a conflict in construction standards (for water and sewer
only), building codes, building standards, or zoning between the City
of Grapevine and the City of Coppell, the more stringent standard shall
apply.
5. The City of Grapevine standards will apply to all public street
construction. Plans for Patriot Drive shall conform to the City of
Grapevine standards. The City of Grapevine requests the following
items be addressed during preparation of these plans:
A. Supply the 100-year water surface elevation and velocities in
Denton Creek adjacent to Patriot Drive.
B. Maintain 1' of freeboard above the ultimate 100-year water
surface elevation for the elevation of Patriot Drive.
C. All channel banks where the velocity exceeds 6 cfs will need to
be armored. A Geotechnical Engineer will need to certify any
earthen channels adjacent to Patriot Drive (certify that the soil
type is .adequate for fully developed velocities).
* All property located below the existing 100-year Water Surface Elevation with
Ultimate Watershed Condition flowrates needs to be dedicated as Drainage Easement.

Use a straight line approximation (dimensioned to property corners) to delineate this
easement.
"If floodplain: All 100-year "fully developed" floodplain (with elevations) with pre-
project topography shall be shown as "drainage easement" until fill improvements are
completed and a L.O.M.R. is approved by F.E.M.A. and an amended plat is filed.
Also, finished floor elevations (two feet higher than the fully developed 100 year
floodplain) shall be shown on all lots adjacent to the floodplain. A L.O.M.R. shall
also be issued by F.E.M.A. prior to final acceptance of improvements by the City and
prior to issuing building permits. The City's standard floodplain/floodway
reclamation procedures shall be followed."
* This site lies within Avigation Zone "B" according to the D/FW International Airport
Avigation Map. Therefore, an Avigation Release needs to be included on this plat.

* There is a small triangle of property at the intersection of Patriot Drive and the S.H.
121 Frontage Road. This property needs to be platted as part of Lot 3 (show on this
pla0.
* Show 20' corner clips at the intersections of Patriot Drive with Freeport Parkway and
the S.H. 121 Frontage Road.
* The two legs of Patriot Drive need different street names.
* Curve 5 on the plat needs to match the Metes and Bounds Description (either S 450
44' 35" E or S 45o 44' 36" E).
* Place the NAD83 coordinates in the box at the point of beginning.
MISCELLANEOUS COMMENTS:
* The City of Grapevine's Code of Ordinances shall be adhered to. Special attention
should be given to Appendix F, Erosion and Sedimentation Control. Section F of this
ordinance allows the Director of Public Works to issue a "Stop-work order" for any
development, improvement, or construction which is in violation of this ordinance.
* Twenty-five (25) foot high, metal poles, with 175 watt, metal halide street lights are
required at all intersections, ends of all cul-de-sacs and at mid block where the
distance between intersections is more than 500 feet. These costs shall be paid (to
T.U. Electric) by the developer prior to final acceptance of the improvements. The

street light "layout" shall be submitted to the Public Works Department for review
prior to Final Acceptance of this Subdivision.
* A 6' sidewalk shall be constructed by the developer along Patriot Drive. The
developer/owner shall also construct the barrier-free ramps at all street intersections
with the paving of the streets. (Re: attached Barrier-Free Ramp)
* The City's Tree Preservation ordinance is strictly enforced. See Scott Williams, City
Building Official, if you have any questions prior to starting excavation on this site.
Trees illegally removed shall be replaced at the owner's expense with a 1 to 1
replacement ratio (i.e. caliper of tree).
* Water and Wastewater Capital Recovery Fees are due prior to the issuance of any
building permits. ($2,487.48 per acre)
* The Street Sign Fee for the subdivision is $110.00 (2 intersections x $55 per
intersection). The Street Sign Fee is due prior to the final acceptance of the public
improvements by the City.
* Two (2) sets of the proposed construction plans for site improvement shall be
submitted to the Public Works Department at 307 W. Dallas Rd, Rm 214, Grapevine.
These plans shall be accompanied by the "Construction Plan Review Checklist for
Private Development" available from the above office. Please allow two weeks for
the initial review by Public Works. Public Works shall approve the Construction
Plans and a Preconstruction Meeting will be held with the City and the Contractor(s)
prior to starting work.
* The developer/owner will be charged a 5% Design Review and Construction
Inspection Fee for water, sanitary sewer, drainage and paving improvements within
public right-of-way or easements (including excavation/fill) based on actual
Construction costs. This fee is due prior to the City's final acceptance of the
public improvements. Construction Contracts are required to be submitted to the City
of Grapevine to verify Construction costs.
* Each contractor within the proposed development shall guarantee their work for a
period of two (2) years after the date of final acceptance by the City of all public
improvements. Maintenance bonds shall be in an amount equal to 25 percent of the
construction costs of the improvements within public right-of-way or easements. This
includes excavation/fill for public streets.
* "The City of Grapevine's Construction Inspector overtime policy allows the
Contractor to work from 7 a.m. to 7 p.m., Monday through Saturday. No work is

allowed on Sundays. Overtime charges of $25 per hour shall be paid to the City by
the Contractor for work outside the normal work week (i.e. 8 a.m. to 5 p.m.,
Monday through Friday). Saturday work requires a four (4) hour minimum overtime
charge."
