HEARING DATE: December 8, 1998 LOCATION: 55' south of the northwest comer of Lot 1, Block 4 at the D/FW Trade Center. SIZE OF AREA: 2,500 square feet of property. CURRENT ZONING: PD-LI (Planned Development, Light Industrial) REQUEST: To amend the conditions of the Planned Development to allow the development and operation of a TU Pipeline Services gas measuring station. TRANSPORTATION: State Highway 121 is a four-lane divided freeway to be built in a 450' foot right-of-way. SURROUNDING LAND USE & ZONING: North- City Park; City of Grapevine South - Business Park District ~BP~; City of Grapevine East - Vacant; Agriculture "A" West - Single family residential "R-20~; City of Grapevine Item//7 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for light industrial/showroom uses. DISCUSSION: The D/FW Trade Center Industrial Park is split by the city limit lines of Coppell and Grapevine. The City of Coppell has an agreement with the City of Grapevine, which requires us to have zoning similar to Grapevine's Business Park District. The City of Grapevine permits public utility distribution equipment within any of its zoning districts by special use permit. Therefore, Coppell can do the same without violating its agreement with Grapevine. However, it requires an amendment to the Planned Development. Lone Star Pipeline has a 50'-wide easement running northwesterly, and southwesterly of Lot 1, Block 4. The company is proposing to locate a gas measuring station within the easement. There is a 12' drainage, utility and sidewalk easement adjacent to the 80'-wide Freeport Parkway right-of-way and 80'-wide pavement. Lone Star Pipeline indicates in thi.~ submittal that the measuring station lot has been shifted north to compensate for the 10'-wide sidewalk and utility easement. Staff requests that the lot be moved north an additional 2' to avoid any kind of encroachment into the 12'-wide easement. The site plan shows the facility being screened on all four sides by an 8'-high painted masonry wall to match the existing Building D to the east. The masonry wall will be screened with a Nellie R. Stevens holly hedge. A twelve-foot access gate is being provided on the northwest elevation that can provide immediate access to the facility in the event of an emergency. During the development review process the fire marshal had requested a fire lane to the facility. Based on the station's proximity to Freeport Parkway and the size of the lot, the applicant requests that this requirement be waived. Should an emergency occur, the applicant is of the opinion the site could be easily accessed from the street. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: The planning staff recommends approval of the planned development amendment subject to the following conditions being met: 1) Move lot north an additional 2 feet to avoid .any encroachment into the 12'-wide easement. 2) Masonry wall will be painted to match Building D (Sherwin Williams Pediment 2011). Item # 7 3) Maintenance of foundation planting as shown, with planting of a species capable of survival without an irrigation system. 4) Compliance with Fire Department requirement or a written waiver of fire lane requirement by the Fire Department. 5) Access gate to be provided prior to the placing of station in operation.
