The Commission approved the final plat and site plan for Lot 2, Block 5, on December 18, 1997. Council approved the site plan on January 13, 1998. The applicant had until June 18, 1998 to file the final plat for record with Dallas County. TRANSPORTATION: Patriot Drive is a 41'-wide undivided street within a 60'-wide right-of-way, which intersects with Freeport Parkway, a 4-lane divided thoroughfare within an 80'-wide right-of-way. Item # 15 SURROUNDING LAND USE & ZONING: Northwest - Office/Warehouse (Buildings D & E); PD Southeast- Vacant; PD Northeast - City of Grapevine park land; A Southwest - Vacant; PD COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for light industrial/showroom uses. DISCUSSION: As a result of unanticipated delays coordinating fire protection issues and associated easements between the Cities of Coppell and Grapevine, the applicant was unable to file the plat within the original six month period. The applicant is requesting an additional six month extension to file the' plat with Dallas County. Staff would like to remind the applicant that the Site Plan was approved by Coppell City Council on January 14, 1998, with a condition of approval that any expansion to the truck court or building will have to comply with the Landscaping Ordinance. According to staff calculations any addition of 48,000 square feet of vehicular pavement in front of the building would violate that requirement. Therefore, the size of any future truck court or parking area, including the fire lane must be limited to no more than approximately 65,000 square feet. We point this out because the applicant's drawings show a proposed future track court of over 90,000 RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: The planning staff recommends approval of the request for extension of the final plat, until December 14, 1998 subject to a limitation on the size of any future track court or parking area, including the fire lane, of no more than approximately 65,000 square feet. ALTERNATIVES: 1) Recommend approval of the request 2) Recommend disapproval of the request 3) Recommend modification of the request 4) Take under advisement for reconsideration at a later date. Site plan Dear Madam/Sir: This letter is to inform you that the D/FW Trade Center, Lot 2, Block 5, Site Plan, to allow the development of a 493,697 square foot warehouse/distribution facility on 22.513 acres of-property located east of Freeport Parkway, along the south side of Patriot Drive in the D/FW Trade Center Industrial Park, was approved by the Coppell City Council on Tuesday, January 14, 1998, subject to the following conditions: I) Indicate on the Site Plan and Landscape Plan that a variance was approved by City Council to allow a 3 foot high berm with living screen on top instm.__d of a 6 foot high masom'y wall. 2) When expansion of the track court or building is deemed necessary, the applicant shall comply with the Landscaping Ordinance. As a matter of information, an addition of the fire lane parallel to Patriot Drive for thc purpose of providing adequate fire protection coverage to the from of the building, removed approximately 17,000 square feet of landscaping from the total of 224,558 square feet shown on Sheet L1 of your submi~ion documents. At &e same time, it increased the amount of interior vehicular landscaping required by 1,700 square feet, thereby reducing the amount of non-vehicular landscaping as shown on Sheet L1 from 145,536 to approximately 126,836 square feet. According to Staff calculations, the minimum amount of non-vehicular landscaping which must be provided is approximately 74,042 square feet. In developing the future truck court or parking lot in front of the building, any addition of more than approximately 48,000 square feet of vehicular pavement would violate that requirement. Therefore, the size of any future truck court or parking area, including the fire lane, must be limited to no more than approximately 65,000 square feet.
