SUBJECT: Comment Response to Drainage Improvement Plans for Park West Commerce Center
Please see below for a brief breakdown of the comments received from the first submittal of the above referenced
project:
• Title page
o The word "Crossing" eliminated from title
• C1.01
o Contour label size increased.
o Floodplain note added
• C1.02

o Elevations for the properties to the west and the east of the channel are proposed to remain
unchanged (with the exception that after the stockpile to the west is used this area is sloped to
drain). The 2 stubouts are intended to be plugged for future use. When these adjoining properties
are developed, the flow of these 2 developments will connect into these stubouts. This future
developed flow has been accounted for in the design of the culvert system
o In lieu of placing the proposed TxDOT headwall on piers, the headwall has a 2' toe down around
all sides. In addition to this standard toe down, the toe will be increased by 1' along the entire face
and 12' along either side of the wingwall for a total of 3' deep. The headwall will also be placed at
the toe of the channel.

o The negative junction loss has been eliminated
• C2.01
o Phases have been updated to reflect the installation of erosion protection. Phase I includes
installing a silt fence and several rock check dams before the box culvert installation begins. Once
the headwall is installed, a rock check dam will be added to the outfall.
o Note has been added that if mud and dirt begin accumulating on Southwestern Blvd, additional
inlet protection will be required at the inlets along the roadway.

29928 Park West Commerce Center Drainage Improvements

RE: Park West Tree Mitigation
Mr. Elias,
Tree mitigation is required for the drainage improvements for Block 3R, Lot 1 of Park West
Commerce Center near the intersection of Freeport Parkway and Southwestern Boulevard. The
drainage ditch located in a 30' wide City of Coppell drainage easement will be replaced by a box
culvert for discharge into Grapevine Creek. The owner of this property is MLRP Park West Land
LLC (hereinafter referred to as "owner").
As directed by the owner, we request that the mitigation plan required as part of the construction of
the drainage culvert be combined with the landscape planting plan and requirements of two future
buildings located on each side of the easement (future Buildings E and F). Although the drainage
culvert will be constructed first, the development of these two buildings would likely begin as soon
as 50% of the leasing space on the existing buildings of Park West Commerce Center (Buildings A-
D) is met. If development of these 2 buildings has not occurred 6 months after the completion of
the drainage culvert construction, the planting plan submitted as part of the drainage culvert design
will be reassessed and altered as directed by the City of Coppell.
