I spoke with the supervisor over this job and sent this e-mail to him
and his manager and Kevin Causey and I copied Phillip in case he can
make it. I will remind them Monday that one or all of them should
attend.

David,
At approximately 2:30 this afternoon city staff observed North East
Services working at the intersection of Moore Road and East Sandy Lake
Road. The city had previously received a permit request for this work,
but it was not issued due to a request for additional information. Upon
contact with representatives of NES they could not produce a permit, and
indicated that someone else was responsible for securing the permit, and
that they thought they were ready to go.
Upon further discussion it was determined that no calls had been placed
to the city to advise that work was proceeding, and that city water and
sewer locates had not been requested. The contractor stated that they
had called for utility locates, and that they believed that those
included city utilities.
Representatives of NES indicated that they had been released to work on
two additional projects in town, both of which have not been permitted
yet. City staff indicated that they could continue their clean up and
hand work, but that they were not to proceed with either of the other
jobs until they had a permit in hand.
We will be hosting a meeting in our office at 255 Parkway Blvd. on
Monday Morning at 10:00am to discuss the procedures for working within
the city right of way. Representatives of NES will be there, and we are
hereby requesting representative of Time Warner Cable to attend as well.
