Overall status of the project - JRJ Paving is ahead of schedule on infrastructure improvements. All agreements between the City and the developer (Main Street Coppell, Ltd.) have been completed with the exception of the 2nd Amendment to Development Agreement, which will be on the City Council agenda for the meeting on May 8, 2012. More detail below about that particular agreement. The agreements that were required to be filed have been filed with Dallas County. The re-plat for the residential lots has been completed and filed with Dallas County. The re-plat for the remainder of the project is on the agenda for May 8, 2012. Main Street Coppell, Ltd. has purchased their first 4 residential lots (see below for more detail) and is required to finish purchasing the remainder of Phase I land no later than 240 days after the City issues a notice to proceed to the contractor to construct the infrastructure. The contractor was given notice to proceed on November 1, 2011, which means all of Phase I land must be purchased around July 1, 2012. 2. Darling Home - on consent...contract between CSE & Darling, not City & Darling - The City sold 4 residential lots to Main Street Coppell, Ltd. on May 3, 2012. Main Street Coppell, Ltd. entered into a contract with Darling Homes. Darling purchased those same 4 residential lots from Main Street Coppell, Ltd. on May 3, 2012. Darling Homes picked up a building permit from Building Inspections on May 4, 2012 and was scheduled to start working on May 7, 2012. I have not been by there to see if they have actually started work or not. 3. Square elements - contract on agenda tonight...rmind them of the various elements- The pavilion, the restrooms, the playground area and the water feature will all be on the agenda on May 8, 2012. Brad, you might be prepared to answer any questions Council has about this item as well as any estimated costs for the improvements. 4. Entry Feature - intended to be anchor/element representing entire area - I'm not sure what to say about this.......... 5. Parking lot next to Deli - done to meet needs of existing merchants and businesses - This parking lot was built as a result of the request of the existing Old Town Coppell businesses for a parking lot in the area. 6. Parking lot on NW corner - Council directed us to include in city infrastructure on ?????? I'm not sure what date Council instructed Keith to build the parking lot; however, this item is on the agenda for May 8. Engineering has received a preliminary cost from JRJ Paving but is still working to get a final cost (I don't think Clay wanted us to give a final cost tonight but rather wanted to say we are moving forward with constructing it). The preliminary cost falls below the original estimate provided by Freese & Nichols. A change order for this parking lot is likely to be on the May 22nd agenda. 7. Commercial replat - readying remainder for development - The commercial re-plat is on the agenda for May 8. It will re-plat the remainder of the land for the sale and development of commercial lots as well as the development of the public elements (pavilion, etc.). 8. Development Agreement amendment - vapor barrier & avigation easement explanations - The 2nd Amendment to Development Agreement is on the agenda for May 8. An environmental report performed on the land found that the SEC of Main Street and Bethel Road had contaminated soil. The City has agreed to cover the cost for a vapor barrier for any buildings built in the footprint of the contaminated soil. The agreement also removes the requirement for an Avigation Easement. This land does not fall within the DFW Airport flight path; therefore, DFW would not sign an Avigation Easement. 9. Cost for infrastructure and square improvements if we have them - I don't have this number. Gary, you might ask Keith for this number if you want to include it. 10. Anything else you need to add that anticipates questions Council may hear at Public Hearing. Thanks!
