Gary,
The planned Water line along the proposed Freeport Parkway is still
under design. We have a couple of preliminary alignments, but the
profiles have not been established. We are planning to coordinate with
the City on the water line alignment this week and will hopefully have a
response later in the week.

See if this works for you!
I contacted TNP who is doing the design on Freeport,
and asked twice to get a cross section and the depth on the proposed
water.
They never responded back! So I assumed for them the water will be 4'
and we are at
about 7' top of gas allowing 2' below their proposed 12" water line!
