RE Plumbing bill from 703 Hawk LaneI disagree with it. We first noticed the orange in the hot water but it
was from both. Also all the filters in our faucets had LARGE amounts of
sand in them. The previous hot water heater was only a few years old,
the plumber did mention that hot water heaters in Coppell do not last
long because of the sand in the water.
I went a month without reporting it as I was not sure of the source of
the problem. It was after I replaced the hot water heater and continued
to have sandy orange water did I ask the plumber if the construction
could have caused the hot water heater to prematurely need to be
replaced did he say yes. Just because people have not complained to the
City, does not mean they have not had any problems. I will seek an
opinion of a lawyer before I proceed with the claim form.

Mr. Hocking,
Thank you for sending me the documentation on the water heater repair
you had done back in May, and your description of the problem that
preceded the work. I have discussed the timing and the nature of the
repairs with our construction inspector, and the contractor working on
the Mockingbird project. I have also discussed the description of the
events leading up to the repairs with our building inspections
department.
Based on the following facts, as I understand them, it appears to me
that the failure of the water heater is not due to the work taking place
on Mockingbird Lane:
1. While we began work on Mockingbird on April 22nd, we did not
tie anything into the new water line until May 30th. The date on the
invoice for the water heater replacement is May 15th, which means that
no construction related debris should have been in the line prior to the
replacement of the water heater.
2. In discussing the symptoms of the problem, it was described as
“orange water came out of the hot water side”. If the cause of the
discoloration of the water was sand in the line due to the construction,
there should have been discoloration in the cold water as well. The
building inspector’s comment was that the orange water on the hot side
would be an indication of rust in the tank, which would indicate natural
deterioration of the tank..
3. Lastly, since there are 8 homes on the south side of Hawk
between Mockingbird and 703 Hawk, we would expect to have additional
complaints from those residents if there was enough debris in the water
line to cause this hot water heater to fail. To date we have not
received any other complaints from this area.
As I indicated when we spoke on the phone, since I cannot substantiate
that this claim should be paid by the contractor I am forwarding a city
claim form. If you feel that my analysis is incorrect, and you believe
that the city is responsible for this cost, please fill out the attached
form and return it to the City Secretary.

plumbing bill that I occurred do to the sand in my lines that caused my
