John and Keith, Attached is the cost breakdown for the 18” siphon option. The costs are significant and Archer Western will need to be reimbursed for these costs. This option should work in lowering the lake but it seems like there are a lot of entities throwing up obstacles. If we are only allowed 20 cfs then lowering the lake will take at a minimum of 7 ½ months. This does not include much time for the City of Irving or IFCD III to halt the operation due to rain events, noise complaints or any other reason they can come up with. For instance, if they decided to prevent us from siphoning at night, this time will double and this option is no longer worth the time and effort. Since we are under contract with the City of Coppell, I would like them to buy off on this option and agree to reimburse us in some way for these costs, with the knowledge that this option may not work due to restrictions from the City of Irving, IFCD III or siphoning issues. If Coppell does not agree with moving forward with this option, then we need to be directed how to proceed with lowering the lake. We have also looked into the cost of using a large pump to lower the lake through the 42” pipe. This option is much quicker and has a higher chance of success with less obstacles than the siphon but the cost will be around $200,000. We are trying to make sure that everyone has evaluated all issues regarding this option and all other options so we as a team come up with the best solution.
