North lake (2)Keith, I met with folks from the Billingsleys, their consultants, and Archer Western this afternoon. They wanted to talk about the dewatering plan of AW and understand both sides’ issues and constraints. I was mostly listening and pointing out what the design intent and constraints were. I made it clear that as long as we were able to approve the dewatering plan, any side arrangements were between AW and the B’s. It was very cooperative and open and I thought constructive. AW is going to try to lower the water level to more like 482 and try to keep it lower so they can do more of their grading during the summer. They will likely still need the delay at the end, but it will be shorter. There were multiple issues unrelated to our contract such as fill disposal and separate grading work and access issues. I encouraged that, thinking the City can only benefit if AW and the B’s strike open deals that save both parties time and/or money. One issue that was of a concern was some questions on the impact of letting the water go downstream and what flow rates would be acceptable. Apparently there are a couple of beaver dams on the B’s property downstream that they think may cause some concerns. The small culvert at the downstream end of your property is also a constraint. I told them that I would check with you, but that you would likely be amenable to letting them remove that as they will be building you access across the spillway channel for your ongoing use. They also mentioned some historical problems with a retaining wall adjacent to the homes on the south that I was not aware of. They’ll obviously be sensitive if that area appears flooded for a period of time, so we’re trying to make sure they add enough conveyance downstream to prevent issues. We’re meeting at the site to walk the B’s property downstream in the morning at 8. I’ll let you know what I learn. Let me know if you have any questions.
