I am writing to you in response to a recent citizen concern regarding drainage
along the western edge of your property located on Sandy Lake Road adjacent to
Lakewood Estates in Coppell, Texas. The eoneem expressed to me was that as a result of
recent placement and grading of new soil on your property, water is now ponding at the
back of properties fronting onto Hollywood Drive.
This complaint brings up a couple of issues. First, a large portion of your property
is currently located in the 100-year floodplain (FEMA Flood Insurance Rate Map,
Commuity-Panel Number 480170 0010 E, Revised April 15, 1994). As you have been
made aware during previous correspondence with the City in 1992 and again in 1994,
before this property can be developed (including placing of fill material), you must
reclaim this property by submitting the proper studies, fonn~s~o ~_. roval from
FEMA and the City. Also, a Corp of Engineers 404 pe~uld obtain~...before any
construction activities begin. As previously stated, any studie~al approvals
obtained in the past are no longer valid.
In terms of what you should do regarding the development/filling of your
property, please note that the placement of any fill material within the 100-year
floodplain without reclamation of this property is a violation of the City Floodplain
Management Ordinance, as well as State and Federal requirements. Any filling of land
shown to be in the lO0-year floodplain should stop. Further, in the spirit of being a good
neighbor, I would appreciate any efforts on your part to address the drainage concerns of
the adjacent property owners. Specific drainage concerns have been raised regarding
adjoining property at 132 Hollywood Drive. If you would like to contact the homeowner
