1. Reference drawing #C-15 (17) is the work shown on this drawing
required for this project or just if we need the borrow material?
The work shown on Sheet C-15 is required and included under Pay Item #8
“Compacted Fill.” The proposed slopes and elevations are based on
estimated calculations and may be adjusted to provide sufficient borrow
material, as needed. This borrow material will be necessary for backfill
over the spillway conduit and other excavated areas. Borrow costs are to
be subsidiary to compacted fill costs.
2. Section 5 - Description of pay items #7 and #8. Addendum #1
included the backfill of the main dam (drawing C-16) with bid item #8.
Please adjust bid quantity #7 to include the excavation of the main dam.
Per out takeoff of this project the main dam excavation is not included
in this bid item. Per Item #14 on page 1-11 we would not get paid for
this excavation if this quantity is not adjusted.
Based on the engineer’s calculations, the quantity of excavation on the
main dam and the quantity of fill on the main dam have been optimized to
achieve cut/fill balance. It is the intention of Pay Item #8 “Compacted
Fill” that the excavation of material on the main dam would be
considered borrow excavation for the fill on the main dam and is not an
item of direct payment. Similar to the saddle dam on Sheet C-15, the
grades shown for borrow are approximate. The grades shown for compacted
fill are firm. Payment for all borrow excavation is intended to be
included in the quantities for compacted fill.
Also included in Pay Item #8 “Compacted Fill” is the backfill over the
spillway conduit. Material for this fill quantity is intended to be
borrowed from the saddle dam. Excavation on the saddle dam is also
considered borrow excavation and not an item of direct payment.
The excavation quantities in Pay Item #7 “Required Excavation” are
intended to include only the excavation in the area of the new spillway
and conduit.

I had a voice mail with a similar question on the fill. May have been
the same person. We covered that at the pre-bid, but there is obviously
enough confusion that we should clarify it in writing. Since there is no
change that I’m aware of we don’t need a formal addendum, but is that
the best way to transmit the explanation? We’ll draft something up
