Mike,
Pursuant to our telephone conversation this morning, attached is
a preliminary lot layout and grading plan for a Crow Billingslea
development called West Cell. As you can see by the grading plan, they
propose filling in the flood plain area. which could cause some
hydraulic rise on the adjacent Grapevine Creek, which is the boundary
between Irving and Coppell.
I have discussed this with Garry Fennell, our floodplain
administrator, and he feels that we can issue a grading permit for Phase
1, but cannot issue Phase 2 without the approval of the City of Coppell.
Please provide me with any comments and concerns that the City
of Coppell would have concerning this project. If you have any
questions, please call me.
