I replied that we would let him know what adjustments are made. From looking at the data, it’s clear that the North Lake water is having an impact. I think we’ve been OK the last couple days because of the high runoff, but flows are back down to normal and the pumping is roughly half the flow, I would recommend that discharges be reduced 50% to accommodate and we then discuss the following options: 1. Ride out at half the pumping, which would take about 4 weeks to get to 478 instead of the 2. Don’t know the impact to each party. 2. Continue at half rate until a “cost neutral” point. 2 weeks would probably be 483. 3 weeks 481. Have to discuss where a cost neutral point is since lease goes up and fuel goes down. This should also take into account whether it required a second mobilization or not. 3. Just pump to about 485 or less, similar to original plan and release the water (with proper warnings) through the structure. Not likely to be acceptable to the Billingsleys, but a realistic negotiating point. For both the first two, we would want to take advantage of any higher flows with additional rain to ramp up the pumping. We could develop an estimate of equivalent mixing rates. If it helps, I’ve included links to a couple of a couple USGS plots. The Carrollton one is upstream from the release and the Spur 348 is downstream. The aluminum concentration exceeds the acute criteria for the Elm Fork basin (0.991 ppm). As noted before, the chlorides exceed the stream standards.
