The present traffic needs of that intersection does not match with the current plans. Merely citing codes also does not absolve City of Coppell to skirt from requiring to find innovative ways to address the traffic needs during the construction. I read the mentioned code: Please note that Texas Transportation Code states the following: Sec. 545.423. CROSSING u76PROPERTY. But I do not find any attempt by Coppell city officials to create temporary traffic lanes from the unused parking areas and other arrangement like this.
