Dear Mr. Morton:
This is in reference to your request for an estimate of the
construction costs for the utility work on the City easement/
property at the United States Postal Service General Mail Facility
on Bethel Road.
We have gone to our contractor and obtained a cost of $73,000
for the waterline work adjacent to Bethel Road and Royal Lane.
This includes the materials and labor to install the four vaults,
the valves, the water pipe, etc.
.. Also enclosed is a copy of the Architect-Engineer Project
Manual dated January 1988, that shows the estimated cost of the
City of Coppell fees and permits.

(2) A final plat and construction plans for parking, paving, grading,
drainage, and utilities and landscape with irrigation plans must
be approved by the Planning and Zoning Commission, the City
Council and the Engineering Department.
(3) Approved plat, executed easements, dedications, and other required
documents must be filed with the City of Coppell. and the County
Clerk.
(4) All applicable fees and charges must be paid by the USPS.
3.3 The time required to process these items is as follows:
(1) Preliminary Plat, Site Plan and Landscape Plan - 30 days before
scheduled date for Planning and Zoning meeting. If approved it is
sent to City Council within two weeks.
(2) Final Plat - 30 days before scheduled date for Planning and Zoning
meeting. If approved it is sent to City Council within two weeks.
(3) Construction plans and landscape with irrigation plans are
reviewed and approved by the Engineering Department concurrently
with the plat processing by the Planning Department.
(4)Total processing time is approximately 12 to 15 weeks.
3.4 If the final plat has not been submitted for signatures by the City
Officials within six months after approval by the City Council, the
plat shall be deemed null and void, resubmittal shall be required, and
current subdivision regulations shall apply.
3.5 If construction has not started within lone year after approval of the
plans, resubmittal of plans may be required by' the City Engineer for
meeting current standards and engineering requirements.
3.6 Issuance of Building Permits -Generally building permits will not be
issued until completion of all site improvements for the project and
acceptance by the City. The City Engineer shall have the authority,
after reviewing the progress of Construction and other relevant
matters, to release portions of the project for building permits.
, 3.7 The City of Coppell does not allow any construction to be started prior
to City Council approval of the Final Plat. However, permission may be
-' granted by the City Council at the time of preliminary plat approval
for rough grading and site utilities.
