Explorer Pipeline-CS 880226 e"XPLORL PIPeN. comPRn¥ February 26, 1988 Mr. Steve Morton City of Coppell 732 DeForest Drive Coppell, TX 75019 RE: Pre-Construction Meeting for Royal Lane & U.S. Post Office Relocation Dear Mr. Morton; The pre-construction meeting for this relocation job was held by Roy Anderson and I on Feb. 24th at the Preference Inn in Irving, Texas. Attached is a list of attendees. Also attached is the outline followed at the meeting. Clark Besack presented an overview of the description of work. They will first begin pipe fabrication at the railroad bore. They will then progress westwardly until completion of the project. They will be using an off-set ditcher in areas where they are close to fences. Roy Anderson presented an overview of the drain down. All outside parties questions and comments were addressed. Attached is a list of these questions and comments. Following the meeting, Clark Besack, Billy Schell, Gary Schell, Roy and I walked through the job site. We discussed the staking of the line and the railroad and driveway bores. We also looked at possible locations for a work trailer and for fire hydrant for hydrostatic test water. From observations, ground preparation along Royal Lane is inadequate for staking and will require some clean-up efforts on the part of Sverdrup. Sincerely, Craig A. Sprint - Sanford Weible - Line from Freeport Parkway to Minyard spur was laid 2 weeks ago and bore of Minyard spur already completed also. - No fiber-optic cable has been pulled yet. This is scheduled for late March. - Line already laid is 4" PVC Sch. 80 pipe, 42" deep and 35' from centerline of the main railroad track. - Line from Minyard spur track to Royal Lane will be laid by time construction begins. - Wants notification when bell holes for nitrogen injection and for the east tie-in are to be dug in railroad right-of-way. GTE - Jerry Davis - GTE also has fiber-optic cable telephone line along railroad. - Dual line one on top of the other. - GTE also has a line into City of Coppell maintenance facility. - Want 48 hour notification for excavation in railroad right-of-way and along Bethel Road. - Local phone number is (214) 434-2650. TU Electric - Tim Brancheau - Have a pole line running north to south along east side of Royal Lane. - Want notification if excavation gets close to any poles. Minyard Foods - Mike Lawler - Wants 48 hour notification for nitrogen injection and for removal of spur track for salvage of pipe. - Also wants as-built drawings. Page 2 DS&T/Ulvalde Construction - Clyde Sifford - Will survey elevations of future sewer crossing and of drainage channel. - Will give written confirmation of elevations. - Want 48 hour notification for staking of Royal Lane and for elevations. DFW - Craig Miller - Mechanical Inspector - Normal operating pressure of line - 700 psi/design 1286 psi. - Vacuum trucks on site at drain down for any possible spillage. - Product in line during drain down - fuel oil or jet fuel. - DFW wants to be present during hydrostatic test. - DFW wants copies of hydrostatic test and of hydrostatic test water sample results. They want to be sure EPA is satisfied. - DFW also wants copies of as-built drawings. - Have not received application for permit and no work on DFW property can start until it is approved. - DFW wants us to be sure and process release of old right-of-way back to DFW. DFW - Fred Mitchell - Maintenance Planner - Will inspect DFW fence while we are staking line and pictures will be taken. - Will inspect final clean-up and fence replacement. Sverdrup - Roy Prince - Will stake access roads to postal facility. - Will locate foreign water line crossings for contractor. Page 3 City of Coppell - Steve Morton - Expecting letter from Sam Irwin about cathodic protection. He has concern about our cathodic protection deteriorating their underground gasoline storage tank. - Contractor will have to move surplus cars and miscellaneous materials off of right-of-way. Moving and location of this surplus material to be directed and supervised by Coppell Public Works representatives. - There is a 2" water line and meter into their maintenance facility off of Bethel Road. - All testing of compaction to be done by an outside lab. It will not be done by City of Coppell. ~ - Specific areas of compaction are not clear. Royal Lane, postal facility access roads, and areas inside maintenance facility will definitely need compaction. - Might possibly have to compact all along Bethel Road also. Mr. Morton will notify us if this is the case. - Compaction to be 95% proctor in roads and 90% in all other areas. - Wants to be present at hydrostatic test. - Wants copies of hydrostatic test results and water sample test results. - Also want copies of as-built drawings. - Wants drawings showing line route and fence location during construction involving their maintenance facility so that they will know where to park their school busses.
