Please see the below project narrative and the attached floodplain development permit form, project drawings, and maps and photos document. An Atmos 24-inch pipeline's(Line W) 50-foot right-of-way crosses Grapevine Creek in Dallas County, Coppell,Texas (32.95539, -96.97839). The project site is north of East Belt Line Road and west of South Moore Road. Immediately surrounding the site are open fields and trees.This particular segment of Grapevine Creek flows in a westerly direction as it bisects the pipeline right-of-way.The soil in the area is silty clay and is highly erosive. Both banks are vegetated,and trees are beginning to fall into the creek. The right-descending bank is undercut and is extremely unstable. The average height of both the right-descending bank and the left-descending bank is approximately 16 feet.Additionally,there is a large amount of woody debris in the creek, and due to a high flow event, a large concrete footer and post were deposited just upstream of the pipeline. Approximately 500 feet downstream of the site, a large section of the right- descending bank has collapsed and is draining the pond. Upstream of the pipeline, a gravel bar has formed at the toe of the left-descending bank. At one time, approximately 30 feet of the pipeline was exposed; however,the right- descending bank has sloughed, covering a section of the pipeline. Line W is now exposed across the creek bed for approximately 20 feet. Atmos proposes to armor the pipeline with a system of articulating concrete mattresses for the entire distance that the pipeline runs across the creek to both stabilize the banks and cover and protect the exposed pipeline.The sloughing banks will be cut back to create gentle,stable slopes within the project area.The gravel bar will be cut, and fill will be placed over the exposed pipeline and a section of the right bank. The freshly graded creek will be covered with a geotextile material and then Submar mattresses. The mats will extend from the high bank, across the creek bed, and up to the opposite high bank. The mats will be anchored into the high bank elevations in excavated termination trenches to prevent flanking of the system. The upstream, leading edge of the mattress system will also terminate into an excavated 3-foot deep anchor trench. The upstream anchor trench will be backfilled with stone to prevent flanking of the mat system and scour. Longitudinal Peaked Stone Toe Protection (LPSTP)will be placed along the right-descending bank to prevent the bend from migrating and potentially flanking the proposed mat system. The LPSTP will consist of well- graded riprap installed along the toe of the right bank and will prevent scouring of the toe. LPSTP is used to protect the toe of the stream banks from being eroded by water passing through the stream. The keys(the rock that is placed up the banks in an excavated trench) are put in place to deflect the water away from the bank to prevent water from flanking the mattress system.The mat tail on the downstream end of the mat system will protect against the advance of future headcuts that attempt to move upstream. Submar's articulating concrete mat system, along with the LPSTP,will provide and maintain cover over the pipeline and will stabilize the banks within the matted area. LPSTP is a method of bank stabilization developed and used by the U.S.Army Corps of Engineers(USACE). The rock or crushed concrete is mounded at the toe of the slope where the bank erosion process usually begins. The toe is held firm by the mass of rock and the upper bank above the rock is allowed to re-vegetate and become stable by the root systems 1 holding the upper bank area. This method is encouraged by the USACE and the U.S. Fish and Wildlife Service due to the natural stream appearance and the creation of riparian habitat. The Submar Revetment Mattress is an articulating concrete mat used primarily for erosion control. The mat is 4.5- inches thick and has a low hydraulic profile when placed in a streambed. Pipeline companies prefer our mats to protect their pipelines for several reasons. If the stream undergoes significant changes,the mats can be repositioned to compensate for changing flow patterns. The mat has open areas that allow revegetation through the mat. The design for matted areas includes a rapid return to a natural appearance. The proposed project has been designed to restore cover to the exposed pipeline with minimal impact to waters of the United States. The proposed project involves the installation of 21 articulating concrete mats over the exposed pipeline and upstream rock to restore cover and stabilize approximately 175 linear feet of eroding bank. Of the 21 total mats proposed, 6.8(10.2 cubic yards)will be installed below the ordinary high water mark(OHWM). About 11.3 cubic yards of clean uncontaminated native fill,and 6.3 cubic yard of rock will be placed below the OHWM.About 18.5 cubic yards of rock associated with the LPSTP will also be placed below the OHWM . It appears that the project may permanently impact about 0.03 acre of waters of the United States. It is anticipated that no wetlands will be impacted. We expect temporary impacts during construction; however, anticipate no long-term adverse impacts to the project area. Based on review of the Corps of Engineers Regulatory Program,the proposed work at the site appears to meet the criteria established for authorization under Nationwide Permits (NWP) No. 3—Maintenance, as found in the February 21, 2012, Federal Register, Reissuance of Nationwide Permits(77 FR 10184).
