RE: Discussion and consideration of approving a reimbursement to Briscoe-Clark
Company in the amount of $40,177.50 for the installation of an oversized
water main associated with Copperstone Estates.
Date: November 6, 1995
The plat for the development of Copperstone Estates has recently been approved by City
Council. As part of the development of that subdivision, the developer is required to construct
a portion of the City's Master Water Plan from the high school access road westward to the
existing portion of Parkway Blvd. by the Villages of Cottonwood Creek. Our Subdivision
Ordinance (copy attached) states that any construction of an on-site water main in excess of 12
inches will have the differential cost reimbursed by the City. Our Master Plan requires that this
line be a 16 inch water line and therefore the City is requiring that the developer construct a 16
inch water line. In accordance with our Subdivision Ordinance the developer requests a
reimbursement in the amount of $40,177.50. The developer is willing to take this
reimbursement as a credit against his water impact fees. Staff recommends the approval of the
reimbursement of $40,177.50 to Briscoe-Clark Company as an offsetting credit to the water
impact fees associated with the Copperstone Development.
Staff will be available to discuss this at the Council meeting.

Re: Calculation of City of Coppell's portion of the oversized water line in Parkway Blvd.
Dear Ken:
Attached you will find bids for the construction of the main water line that is required in
Parkway Boulevard. I have included bids for the installation of both 12 inch and 16 inch
PVC lines so that we can easily calculate the amount associated with the oversize. With
the change fi.om ductile iron to PVC we were able to substantially reduce the City's
contribution.
As per our understanding of our October 31, 1995 meeting, we are anticipating this item
being on the November 14, 1995 City Council agenda. We are also looking forward to the
receipt of a letter fi'om your office detailing the fees associated with the development of
Copperstone.

The Developer will bear the total cost of on-site mains throughout his subdivision, with sizes
to be determined by the City of Coppell. The City of Coppell will refund the increment of cost
of on-site water and sewer mains over twelve (12) inches in diameter. The increment of costs
to be borne by the City shall be determined by breaking down the actual cost.
