Attached is the exhibit we discussed. As you can see, we completed the section of Sandy Lake Road between SH 121
and North Coppell Road (Phase A). The portion of work we are currently under construction on is between North
Coppell Road and Denton Tap (Phase B). I have gone back and reviewed the PSA from February of 2006, and the current
phasing is the same as it was then.

I tried to reach you by telephone and left a message. I also tried calling Ken Griffin, but the phone number I have is
incorrect. At any rate, we have a question about the project limits of the West Sandy Lake Road Project, Phase A. In the
PSA, Phase A is listed as "from S.H. 121 to Coppell Road N." However, on your cover letters and other correspondence,
you refer to the limits as N. Coppell Rd. to S. Coppell Rd. Are these limits exactly the same?
