Cannot the staging be placed in an area with nothing around but fields. This is the fourth load of rock and the construction is not servicing the immediate 101 location. Anything you can do? Really, Coppell cannot figure out a staging area plan with the contractors other than residential easement when they have lots of empty space to maneuver when dumping and picking up loads, without water trucks to water down the dust?
