BOX 9478 Coppell, TX 75019 Dear Mr. Marshall, Lee Engineering has completed the traffic operations analysis for Parkway Boulevard from Cowboy Drive to MacArthur Boulevard. The Parkway Boulevard Traffic Study focuses on eleven intersections along Parkway Boulevard. Because of this commonality, intersections throughout this document are identified by the cross street name. These eleven study intersections are either signalized, two‐way stop controlled (TWSC), or all‐way stop controlled (AWSC) as listed below: 1. Cowboy Drive (Signalized) 2. N Denton Tap Road (Signalized) 3. Town Center Boulevard (TWSC) 4. Stonemeade Way (TWSC) 5. N. Heartz Road (AWSC) 6. CORE western median opening (TWSC) 7. CORE eastern median opening (TWSC) 8. Lodge Road (TWSC) 9. N Moore Road (AWSC) 10. Samuel Boulevard (AWSC) 11. N MacArthur Boulevard (Signalized) The City of Coppell’s Master Plan, Coppell 2030, (March 2011) designates Parkway Boulevard as a “C4D” (4‐ lane divided with 90’ R.O.W.) Boulevard (High Speed). The City’s Thoroughfare plan identifies Boulevards (High Speed) as median‐divided roadways with four to six lanes and “bicycle provisions where possible”. Within the study area (between Cowboy Drive on the west and MacArthur Boulevard on the east), some segments of Parkway Boulevard have residential parking allowed in either/both direction of travel. In the eastbound direction, Parkway Boulevard consists of two travel lanes from the Cowboy Drive to Alex Drive; then one travel lane with residential street parking allowed from Alex Drive to Meadowglen Circle; then two travel lanes from Meadowglen Circle to MacArthur Boulevard. In the westbound direction, Parkway Boulevard consists of two travel lanes from MacArthur Boulevard to Meadowglen Circle; then one lane with residential street parking allowed from Meadowglen Circle to Moore Road; then two lanes from Moore Road to Cowboy Drive. Parkway Boulevard Traffic Study May 2016 Page 2 of 10 The main objective of this study is to determine if Parkway Boulevard and all study area intersections can operate at acceptable levels of service with only one travel lane in each direction along Parkway Boulevard from Cowboy Drive to MacArthur Boulevard. Existing Data Collection Existing 24‐hour volumes were collected at 10 locations (each link between the eleven study intersections) on December 10, 2015. The 24‐hour volumes were reviewed to determine duration for the AM and PM peak periods. Turning movement volumes were collected at the study intersections during the weekday AM (7:00 AM – 9:00 AM) and PM (4:00 PM – 6:00 PM) peak hours on Wednesday, December 16, 2015. In addition, weekend turning movement counts were collected at the CORE median opening intersections (east and west) along Parkway Boulevard. The existing AM and PM peak hour turning movement counts at the study area intersections are shown in Figure 1 and Figure 2. Raw traffic counts are provided as an attachment. In addition, the AM and PM peak period pedestrian and bicycle volume data was also collected at each study area intersection. Table 1 summarizes the pedestrian and bicycle data. The LOS criteria for a signalized intersection are shown in Table 2. LOS is given a letter designation from A to F, with LOS A representing very short delays (less than 10 seconds of average control delay per vehicle) and LOS F representing very long delays (more than 80 seconds of average control delay per vehicle). As a practical consideration, LOS D, ranging from 35.1 to 55 seconds of average control delay per vehicle, is typically considered the limit of acceptable operation. D 35.1 to 55.0 Congestion noticeable, longer delays and unfavorable signal progression, many vehicles stop at signals. E 55.1 to 80.0 Limit of acceptable delay, unstable flow, poor signal progression, traffic near roadway capacity, frequent cycle failures. F > 80.0 Unacceptable delays, extremely unstable flow and congestion, traffic exceeds roadway capacity, stop‐and‐go conditions. LOS is given a letter designation from A to F, with LOS A representing very short delays (less than 10 seconds of average control delay per vehicle) and LOS F representing very long delays (more than 50 seconds of average control delay per vehicle). As a practical consideration, LOS D, ranging from 25.1 to 35 seconds of average control delay per vehicle, is typically considered the limit of acceptable operation. Additional performance measures such as volume‐to‐capacity (v/c) ratios and queue lengths also provide an indication of operations. For example, at two‐way stop controlled intersections, main street traffic volumes may impose longer average delays for a small number of side‐street vehicles, thus creating vehicle delays which correspond to a poor level of service. Motorists and agencies will typically accept longer delays if gaps in the traffic stream are anticipated within a reasonable timeframe and the side street traffic volumes do not warrant a traffic signal. As a general guide, gap acceptance thresholds for the longer delay values can be defined when the v/c ratios are under 0.80, which corresponds to 80 percent capacity usage for that movement. Therefore, a traffic movement with a poor level of service and a v/c value under 0.80 could be considered as operating acceptably. SOURCE: Highway Capacity Manual, HCM 2010, Transportation Research Board, 2010. Capacity analyses were conducted for the study area intersections under both the existing and alternate conditions. As indicated earlier, alternate traffic conditions involve reduction in a travel lane along the eastbound or westbound roadway segments that currently have two (2) travel lanes (no parking allowed). The intersection capacity analyses were conducted using the HCM methodologies in Synchro 9.0, a traffic analysis software package. Existing Conditions The existing lane configurations and peak hour traffic volumes (Figures 1 & 2) were used for this analysis. Table 4 presents the capacity analysis results for the existing conditions. For each approach with level of service E or F, in addition to the delay values and level of service, worst lane‐group volume‐to‐capacity ratio (v/c) is presented. In order to serve as a comparison to Table 4, Table 5 presents the simulated approach delays for unsignalized intersections with a worst‐lane‐group volume‐to‐capacity ratio greater than 0.80. Therefore, it was analyzed as a signalized intersection. Since the signalized intersection of W. Parkway Boulevard and Denton Top Road operates as part of a coordinated system along Denton Tap Road, signal timings for the Cowboy Drive at Parkway Boulevard intersection were optimized with the cycle length (160 seconds) for the Denton Tap coordinated system. As shown in Table 4: The intersection of Parkway Boulevard and N. Denton Tap Road operates at LOS F during the AM peak hour. N Hertz Road has three approaches (eastbound, westbound, and northbound) which operate at LOS F during the AM peak. In addition, the eastbound approach operates at LOS F during the PM peak hour. N Moore Road has one approach (westbound) that operates at LOS F during the AM peak hour. Lodge Road has one approach (northbound) that operates at LOS F during the AM peak hour. Samuel Boulevard has one approach (southbound) that operates at LOS E during the AM peak hour. While long queues and high delays were observed at the Hertz Road intersection (mainly the eastbound approach) during our AM peak hour field visits on typical weekdays, they were not observed at the intersections with Lodge Road, N. Moore Road, nor Samuel Boulevard. In order to examine those unsignalized intersection approaches with a lane group volume‐to‐capacity ratio greater than 0.80 (as shown in Table 4), micro‐simulation analysis was performed using SimTraffic. Table 5 presents microscopic simulation analysis results by approach for the Parkway Boulevard intersections of Hertz Road, Lodge Road, N. Moore Road, and Samuel Boulevard. Heartz Road operate at LOS F and E, respectively, during the AM peak. All other listed approaches operate at an acceptable LOS of D or better. Alternate Configuration: Lane Reduction Scenario The existing peak hour traffic volumes (Figures 1 & 2) and alternate lane configuration (only one travel lane in each direction along Parkway Boulevard from Cowboy Drive to MacArthur Boulevard) were used for this analysis. Table 6 presents the intersection capacity analysis results for alternate configuration. With the alternate configuration, capacity for Parkway Boulevard approaches would reduce significantly. Therefore, the following intersection improvements were assumed for the analysis purposes. 1) Denton Tap Road: Provide an exclusive westbound right turn lane 2) Hertz Road: Provide an exclusive eastbound right turn lane. The existing pavement markings on the northbound approach show a shared through/left‐turn lane and an exclusive right‐turn lane. Based on the existing traffic volumes, the lane configuration should be changed to an exclusive left‐turn lane and a shared through/right‐turn lane. 3) Lodge Road: The northbound approach is wide enough to provide two northbound lanes. No pavement markings exist on the northbound approach. For analysis purposes, the northbound approach was assumed to have a left turn lane and a shared through/right‐turn lane. 4) N. Moore Road: The northbound approach is wide enough to provide two northbound lanes. No pavement markings exist on the northbound approach. Recommendations & Conclusions The following conclusions and recommendations are based on the traffic analyses results: Conclusions: Existing Conditions The intersection of Parkway Boulevard and N Denton Tap Road operate at LOS F during the AM peak hour. N Hertz Road has two approaches (eastbound and northbound) which operate at LOS F & E respectively during the AM peak hour. Parkway Boulevard Traffic Study May 2016 Page 10 of 10 Alternate Configuration – Lane Reduction Scenario The signalized intersections of Parkway Boulevard with Cowboy Drive and Denton Tap Road are expected to operate at LOS E/F during the AM and PM peak hours with a reduction in one travel lane. The N Hertz Road intersection has two approaches (eastbound and westbound) that would operate at LOS F during the AM peak. The Lodge Road intersection has one approach (northbound) that would operate at LOS F during the AM peak hour. The N Moore Road intersection has one approach (westbound) that would operate at LOS E during the AM peak hour. Recommendations: In the westbound direction, Parkway Boulevard should remain as a four lane roadway from CORE (west median opening) to Cowboy Drive. In the eastbound direction, Parkway Boulevard should remain as a four lane roadway from Cowboy Drive to N Heartz Road. The City of Coppell should plan for the following improvements to improve traffic operations at subject intersections: o Parkway Boulevard at Denton Tap Road Install an exclusive westbound right turn lane Install an exclusive southbound right turn lane o Parkway Boulevard at Hertz Road – The existing pavement markings on the northbound approach show a shared through/left‐turn lane and an exclusive right‐turn lane. Based on the existing traffic volumes, the lane configuration should be changed to an exclusive left turn lane and through/right shared lane. o Parkway Boulevard at Lodge Road – The northbound approach is wide enough to provide two northbound lanes. No pavement markings exist on the northbound approach.
