Re: Dividend Drive Drainage
Dear Mr. Hessong:
The following items address drainage concerns with the future Bio World Enterprises, Inc. office
property, hereinafter referred to as "The Property", bounded by Dividend Drive to the North,
Belt Line Road to the West, and Hackberry Road to the South in Coppell, Texas.
• A regional detention pond located approximately 450' north of The Property was
designed by the engineering firm of Pacheco Koch in construction plans dated
9/27/11. According to the construction plans, this pond is sized to pick up 16.76
acres of fully developed flow from The Property, with the rest of the fully developed
flow from The Property being drained to the west to a storm system in Belt Line
Road.
• The property is connected to the above -referenced detention pond by a 6'x4' box
culvert, also described in the above -referenced Pacheco Koch construction plans.
This culvert runs south to north, beginning at its upstream end at the north side of The
Property. The culvert heads north, crosses under Dividend Drive, a public right-of-
way, and continues through a mutual access, drainage, and utility easement (Doc#
201100264187 D.R.D.C.T.) before discharging into the regional detention pond
referenced above. According to the Pacheco Koch construction plans, the culvert is
designed to handle fully developed flow of 16.76 acres from The Property. In
addition, the culvert also collects a portion of a tract of land located on the northeast
corner of Belt Line and Dividend Road and a 2 acre site immediately east of the
developed Lesley retail addition.

The mutual access, drainage, and utility easement (Doc#201100264187 D.R.D.C.T.)
can not be abandoned without approval by the stakeholders. The City of Coppell is a
stakeholder as owner of the 6'x4' box culvert.
• If by chance, the City of Coppell chose to relocate the 6'x4' box culvert then the City
would still need to accommodate drainage from the south side of Dividend Drive
(The Property).
The City of Coppell acknowledges that the above -referenced construction plans containing both
the regional detention pond and the culvert were adequately and properly designed to meet City
of Coppell standards and were duly approved by the City in accordance with all necessary steps.
As long as The Property is developed in such a way to reflect the drainage areas on the plans,
then no additional detention will be required to develop the Property. The City of Coppell would
not authorize the removal of the above -referenced 6'x4' box culvert system under Dividend
Drive without providing a system of equal or greater capacity to pick up the flows of The
Property as a fully developed site.
