RE: Credits for Freeport North Business Park
Dear Mr. Dahlstrom:
This letter is written as a follow-up to your December 21, 1995 letter in which you requested
credit for the dedication of right-of-way and the construction of roadway improvements
associated with Royal Lane, Northpoint Drive and Gateview Blvd. This request was made in
reference to Resolution //111495.1 which deals with the City's ability to promote economic
development by allowing credits against roadway facility impact fees in accordance with Chapter
380 of the Texas Local Government Code. My calculations of the available credits and offsets
to Freeport North Business Park is $5,481,666.25. I have reduced the amount of your request
because Northpoint Drive is not shown on our Thoroughfare Plan and as such is only allowed
a 50% credit, not 75% as requested. The $5,481.666.25 establishes the maximum amount of
offsets and credits which would be allowed for the entire Freeport North Business Park as
originally platted. Because this program is designed to promote economic development and
encourage enhancement of the local economy, a request should be submitted for each individual
use prior to an offset to the impact fee being officially granted by the City of Coppell.
