Dear Mr. Martin,
Due to the current water shortage and pursuant to our conversation last week, I am
attaching a letter from North Texas Contracting, Inc., assuring you that upon availability
of water to irrigate, we will hydro-mulch per the project specifications the ROW
Easement along the extension of Northpoint Drive.
Dennis Bailey of North Texas Construction is scheduling final inspections with Larry
Davis and the TxDot Inspector.
Conditioned upon the agreement above, we ask that the City of Coppell accept the
roadway as constructed.

Re: Northpoint Drive Extension
Dear Jim,
In our attempt to finalize the above referenced project, NTC has come upon a windfall.
The City of Coppell will not give us a variance to water new grass. Per your discussion
with the City of Coppell, they have agreed to finalize the project with a letter stating NTC
will maintain erosion control until a time when we tan water the grass.
Please consider this letter as North Texas Contracting's agreement to maintain the erosion
control measures that are in place, until such a time that the water-rationing situation is
over. At that time, NTC will hydromulch per our contractual obligation.
