Dear Ken:
As I promised during our meeting last week, I have attached copies of correspondence concerning the
dedication of the greenbelt areas along Cottonwood Creek and Denton Creek as tentatively agreed upon
with Steve Goram. As you can see, the plan was to dedicate the greenbelt areas to the City. Centex would
then construct an 8' wide trail along the Cottonwood Creek portion of the greenbelt. The City would credit
back to Centex the cost of the trail up to the total outstanding assessment of park fees.

Dear Mr. Earle:
The purpose of this letter is to follow up recent conversations with you regarding the possibility of
granting an access easement of twenty feet (20') on properties that front Cottonwood Creek. The
purpose of this easement is to provide a valuable linkage for citizens to experience the natural beauty
of waterways such as Cottonwood Creek.
At the current time, the City is in the process of contacting subdivision developers that have
properties along Denton Creek, Cottonwood Creek, Grapevine Creek and the Elm Fork of the Trinity
to gain their support in acquiring property along these waterways either through dedication or through
access easements.
This linkage along the above referenced waterways will help the City of Coppell in creating a hike
and bike trail system that will be among the best in the metroplex. Individuals such as yourself have
helped make this a unique community that values its open spaces and the quality of life that is a result
of this effort.
In order to move forward in this effort, I would ask for your consideration in dedicating or
committing to allow a twenty foot trail access easement along those current properties that you have
that lie contiguous with the streams identified. Because of the importance of this matter, I would ask
for a response no later than August 13, 1993.

Dear Steve:
Per your letter of July 23, 1993, we are offering this
response for your request of cooperation for some sort of public
pedestrian access along Cottonwood Creek adjacent to our future
residential project called "CoDPerstone" located west of Denton TaD
Road.
We feel that the provision of some sort of hike/bike trail
along Cottonwood Creek would be beneficial to both our future
homeowners and to the citizens of CoDDell. Cottonwood Creek is a
beautiful asset and is best used to the benefit of the Public. As
part of the Preliminary Plat approval for t~e project, a pedestrian
access point under the future Parkway Boulevard bridge was
provided for to the Andrew Brown Park when the project is
developed. In addition, Centex is fully agreeable to providing for
public access along the floodplain of Cottonwood Creek between
Andrew Brown Park and our western property line. We do feel,
however, that several issues such as land dedication versus
easement, the maintenance of the trail system and property owner
liability must be discussed further so that the trail system
becomes an asset to the City and not a burden on a particular
property owner. I would suggest that we meet with the Parks Board
to discuss this further prior to completion of the Final Plat of
the CoDDerstone project.
We look forward to this new project and hope that we can
continue in the strong spirit of cooperation with the City of
CODPell as we have in the past.

Parks proposal
Dear Steve:
This is to follow-up with our conversation concerning the above referenced project and the
request of the City for hike/bike trails along the perimeter creeks. We would like to make the
following proposal concerning the project:
1)
Centex will dedicate those areas along Cottonwood Creek and Denton Creek currently shown
as Common Area to the City of Coppell for park purposes. These areas will provide
cominuous connection between the Andrew Brown Community Park and areas to the west of
Copperstone. Centex will clean and underbrush the creek areas, trim trees and allow proper
drainage of those areas. We will work closely with you and Rick Wieland during this phase.
2)
Centex will construct an 8' wide concrete trail along Cottonwood Creek from the area of our
west property boundary to the proposed Parkway Boulevard bridge over Cottonwood Creek.
In addition, as specified on the project's preliminary plat, we will construct a pedestrian access
under the Cottonwood Creek bridge to allow access between the trail and the Andrew Brown
Community Park.

The City of Coppell will credit back to Centex the cost of the hike/bike trail up to the total of
park fees due for the Copperstone project. Any trail construction cost exceeding the amount of
park fees will be paid by Centex. Any difference in the cost of trail construction under the
total park fees due will be paid by Centex to the City. We are currently estimating the cost of
construction of the trail at approximately $30,000 while our park fees for the project are about
$33,000.

Dear Rick:
I understand that you have requested that I verify in writing the status of the park dedication for
Coppemone and the situation coneeming the deeds for the land swap related to the extension of Parkway
Boulevard adjacent to Andrew Brown Park Although I do not urde/sta~ the"urgenCy of the situation,
I have nonetheless ~ this letter to update you on the status.
As of this date, no deed has been prepared for the greenbelt dedication along Cottonwt~ or
Denton Creeks. Because the final plat is not ready for filing at this time, we have not prepared the
requested deeds. The deeds for dedication of the greenbelt areas will be prepared and delivered to the
City at the time the final plat is submitted for filing. I anticipate this to be completed in the next 30 to
60 days. The trail along the Cottonwood Creek section will be constructed at the time of ~
development and will be completed prior to City ameptame of the subdivision hnpmvemmts.
I am awaiting response from Bill Dahlstrom conceming ~roviding filed copies of the deeds for
the land swap. I will have him contact you concerning the status.
Rick, there is no need to threaten us with action as we act on these items. We reqxmded to the
erosion problem adjacent to the park with an expemive solution while we waited for the City to approve
plans for the retaining wall. Centex has always been a good partner with the City including donation of
funds to Kid Country; working with the City in cleaning up adjacent property and in other issues to the
benefit of the citizem of Coppell. Centex has always been a quality developer in the City of Coppell and
has always done what it said it would do, even if we don't move the fastest. Attached, you will find a
letter I recently received from the Town of Flower Mound showing how we try to work with the various
cities in our area. The spirit of cooperation must be a two way street, however. If you have any
