We appreciate your letter of April 19, 1999 (attached) regarding the status of the subject project. The
following response is offered to the each of the comments addressed in your letter:
Comment 1:

Comment 4:
We have met with the Corps of Engineers and provided wetland delineation (See letter attached). We
have not finalized this wetland mitigation with the Corps because we have not received an ownership
boundary (which is required) of the area showing ownership including the area up to the Flood Control
levee on the west side of the property. At our last conversation with the owners this was discussed and
they were working on it.
In the FEMA submittals we have completed in the past the CDC and Corps Wetland approvals can be
ongoing while FEMA is reviewing the project. A FEMA conditional approval does not commit the city or
Corps or CDC to approval of the final project. It simply addresses compliance with the National Flood
Insurance Program Regulations. We understand that construction of the project can not be started until
all the agency approvals are addressed to the satisfaction of the city. We respectfully request that the city
send this report to FEMA so that they can begin their review along with the other agencies.

RE: Flood Study Ell Fork of Trinity River at Belt Line Road
Dear Mr. Morrison:
This letter is written as a follow-up to our conversation recently concerning the status of the
flood study for a Conditional Letter of Map Revision for the Elm Fork of the Trinity River
at Belt Line Road. That study has not been processed to FEMA, or to the Corps of
Engineers for their review of the CDC Permit.
Several items are still lacking on the study:
1. On the CDC form Part 1, the name of the CDC applicant and property owner
should be completed under Item 2, along with the project size.
2. On the CDC form Part 2, additional clarification needs to be provided on the
operation and maintenance of the proposed swale. At this time there has been no
conversations with the City concerning this. There needs to be verification that the
property owner will maintain the swale because it is a component of the flood
study. Operation and maintenance plans for the channel should be provided.
3. Again, clarification needs to be provided on who will be maintaining this channel.
Your document states that the City of Coppell will perform inspections on 12-month
intervals. To date no commitment has been made along those lines.
4. You should provide either the 404 Permit or documentation that information has
been sent to the Corps of Engineers for a 404 Permit.
