ST9304-CS000331 March 31, 2000 Henry Billingsley Crow-Billingsley MacArthur Limited 2200 Ross Avenue Suite 4800 W LB 132 Dallas, TX 75201 RE: Belt Line Road Project #ST 93-04 Dallas County Project #91-829 Dear Mr. Billingsley: For several years now the City of Coppell has been working with Dallas County in conjunction with the design of Belt Line Road from Denton Tap to MacArthur Blvd. The road currently exists as a two-lane asphalt roadway with barrow ditches. The improvements to the project were identified in the 1990 Dallas County Bond Election. Construction plans have been completed and right-of-way is currently being acquired. It is anticipated that Dallas County will bid this project for construction in April 2000, with a potential start of construction date in the fall of 2000. Property owner records indicate that you are the owner of a large portion of the property along the south side of Belt Line Road from Moore Road to approximately 400 feet west of MacArthur Blvd., approximately 5300 linear feet of frontage. The right-of-way for the construction of the roadway currently exists, however, because of grade changes in the elevation of the proposed road and the need to put in underground drainage systems, there is a need for the City of Coppell to acquire slope easements adjacent to Belt Line Road and several drainage easements for the collection and the outfall of proposed drainage systems. The City of Coppell obtained the services of Evaluations Associates to perform appraisals on the various tracts of land in question and to assign a value to the proposed slope easements and proposed drainage easements. Again, there is no actual need for right-of-way. There are 3 separate drainage easements to be acquired - 8DE-1, 8DE-2 and 12DE. There are also 4 separate slope easements to be acquired - 8SE, 10SE, 11SE and 12SE. The total area of the 3 separate drainage easements is 53,198 square feet (1.2213 acres). The total area of the 4 separate slope easements is 134,518 square feet (3.0881 acres). It is important to note again that the slope easements are only necessary to insure a proper grading from the new elevation of the roadway to your property. The slope easements themselves will not be an encumbrance on your property when you choose to develop in the future. However, the drainage easements will be a permanent encumbrance on the property. Two of the drainage easements are situated very near the roadway for the collection of water from your property. The third drainage easement runs parallel to the eastern property line adjacent to the Valley Ranch Plaza development. With this letter I am providing copies of the appraisal reports that include the valuation of the property as a whole and the valuation of the proposed drainage and slope easements. In summary, the total value assigned for the acquisition of the slope easements is $3,969.00 and the total value for the acquisition of the drainage easements is $6,412.00. This equates to a total compensation of $10,381.00 for the slope and drainage easements contained within your property.
