ST9304-CS 960319 MEMORANDUM To: Mayor Tom Morton Via: Jim Witt, City Manager From: Kenneth M. Griffin, P.E., ACM/City Engineer RE: Belt Line / MacArthur Dual Left Turn Lanes and Royal Lane Extension Date: March 19, 1996 This memo is written in response to the following two inquiries by the Mayor: 1. At Belt Line and MacArthur are the dual left turn lanes permanent or can they be made permanent? Currently, they are not permanent, they are actuated by the signal on the mast arm for peak hour traffic. Yes, they can be made permanent, however, to do so would entail the following:  Extend the rubberized crossing approximately 25'  Install additional loop detector and pull boxes  Relocate the north bound left turn signal pole or extend the north bound mast arm Remove and replace existing landscaping and irrigation  If the dual left are made permanent, then we would also want to go to lengthen the left turn storage lane to accommodate the peak hour turning movements.  Extend the railroad crossing arm  Remove and replace necessary signage as needed.  Stripe and button for the left turn lane  Extend the mast arm for the south bound approach with the appropriate signal head  Install brick pavers in the new lanes It is estimated that the cost to do this would exceed $100,000 and also require the cooperation of DART. 2. Cost of Royal Lane Extension to Sandy Lake Road? The approximate length of extension is 1300 feet and the estimated cost is $600,000. The paving is only about 25% of the cost. The remainder is drainage cost. The Royal Lane plans from 1988 show a box culvert for the entire length of the extension to be built with the west side of Royal Lane. file/kgriffin/bltlnmac.may
