ST9302-AG 900303 Mayor, Council, Citizens: We’ve been on a journey for 3090 days, since March 3rd, 1990 when nineteen hundred and eight citizens went to the polls and twelve hundred and four voted for Proposition # 5, which included the improvement of Sandy Lake Road. A brief look at March 1990 shows Coppell had a population of 16881; Gov. Mark White, State Treasurer Ann Richards and Atty. General Jim Mattox were dominating the news as critics critiqued their just completed debate (with the experts giving Mark White the edge); the Mavericks not only defeated the Phoenix Suns the night before, but they actually had a winning record at 32-25 (a sight not seen in recent seasons); the Coppell Cowboys defeated Bowie 12-2 to start their season 2-0; and Gov. Clinton of Arkansas, in his re-election campaign for governor, emphatically stated that he would not run for president in 1992; After voting that day, Coppell citizens had their choice of going to the movies to see “Driving Miss Daisy” (which was nominated for 9 Academy Awards) or “Hunt for Red October”. Or, they could just stay home and be entertained by “Hee Haw”, “Alf”, “Golden Girls” or “Star Search”. If shopping was what they craved, they could go to Vista Ridge Mall, now 6 months old and already 65% occupied, in their new fully loaded 1990 Plymouth Grand Voyager LE sticker price $16,988 or their fully loaded 1990 Silverado Suburban sticker price $17,382. As you can see many things have changed in the last 3090 days, but the need for improvements to Sandy Lake Road hasn’t. Since that time there have been:  5 Special Public Meetings  Concerns about power lines  Placement of the project on hold for over a year  Redesigns to better accommodate existing features  Numerous meetings with the City of Dallas on how to lower their 30” water line, which until June 1998 was the sole water supply to the Town of Flower Mound  Four different project managers with our consulting engineer, which also during this time was acquired by a larger consulting firm and  Countless hours negotiating right-of-way Citizens, City employees and Council members have come and gone and through this entire process the only constant has been myself. I have lived and breathed this project since almost my first day of employment with Coppell in December 1991. So therefore I stand before you this evening not unlike a proud father of a new child and strongly recommend that we begin the second leg of the journey that will take us to the year 2001 by awarding the bid for the construction of Sandy Lake Road to Ed Bell Construction Company in the amount of $ 8,436,364.
