Subject: RE: 2" Water Meter - 196 Freeport Pkwy
Based on our meeting today… The Impact fee numbers to be charged is an additional $8,235.00
Prior payments:
9/16/16: $1,800
3/14/17: $2,709 (credits given for initial $1,800)
1
Total: $4,509
Proposed Condition:
You will be using the 5/8”x3/4” meter for Irrigation.
And revising the 1” domestic to a 2” domestic.
In addition there are Fire line water impact fees as well.
1 – 2” water meter = 5.33 ESU
1 – 5/8”x3/4” Irrigation = 1.0 ESU
Fire Line = 2.5 ESU (Not sure why this wasn’t charged before)
Wastewater = 5.33 ESU
Total: = 14.16 ESU
@ $900 =$12,744.00
Subtract $4,509 = $8,235.00
There are other meter inspection and deposit fees that Building Inspections will calculate. Rachel or Desiree will send
you the final calculation for payment.
Thanks, George

Subject: RE: 2" Water Meter - 196 Freeport Pkwy
Mr. Wang,
I will be glad to meet with Mike Alexander. At the end of the day, Impact fees are charged based on the capability of the
flow through the meter. Increasing the size of the meter from a 1” to 2” is not a double in flow it is more like 3.19 times
the flow.
Initial impact fee charged was $900 for wastewater and $900 for water (5/8”x3/4” meter – standard single family
residential meter is 1 ESU) Paid 9/16/16
Revised plan to add 1” domestic and 1” irrigation Water Impact ESU is 3.34 (1.67+1.67) Wastewater Impact ESU is 1.67
(don’t charge wastewater for irrigation) total ESU 5.01
2
Each ESU is multiplied by $900 = $4,509.00 Credit of $1,800 given for initial permit.
Total Prior Payments:
7.01 ESU $6,309.00
New plan totals:
1 – 2” water meter = 5.33 ESU
1 – 1” Irrigation = 1.67 ESU
Fire Line = 2.5 ESU (Not sure why this wasn’t charged before)
Wastewater = 5.33 ESU
Total: = 14.83 ESU
@ $900 =$13,347.00
Subtract $6,309 = $7,038.00
There are other Meter deposit fees and inspection fees that I don’t deal with but Building Inspections could provide
clarity on that piece.

Dear George.
This is a follow up letter regarding the 2” water meter. We had purchased (2) 1” water meters. Once for irrigation and one for
domestic. Our engineer had reviewed the drawings and revised the sizes for both the domestic water meter and the irrigation
meter. Therefore, we will need to return the (2) 1” water meters and purchase (1) 2” water meter for the domestic.
Please let us know what will be the next step and how we are to switch the meters.
Thank you.

Hi Clement,

I spoke with George Marshall who is our Engineering Manager and very familiar with this project and he had a few
questions before we move forward with the refund and/or purchasing of new meters process. I have attached him to
this email so that he can give us a better idea of the next stapes we need to take.

So I have been looking over the permit(s) and I only show that you all have (1) 1” meter and (1) 5/8” . Can we first
confirm that meter sizes?

Hi Clement,
I apologize but at this time I do not have an update. It looks like we split the costs on your meter purchase at the time of
issuance because of a previous permit so I will need to get with Public Works on how they would like to handle this.
Also, I show that you should only have (1) 1” meter. Do you know when the irrigation meter was purchased?
Once I have confirmed the new amount due I will be sure to let you know. Thanks for your patience.
