E Director of Engineering & Public Works City of Coppell 265 E. Parkway Blvd. Coppell, Texas 75019 October 17, 2017 Attention: Ken Griffin Dear Mr. Griffin. The following is the timeline: We were granted a permit on June 20, 2017 to construct a retaining wall on Lot 2 Block A of Creek View Addition. Since receiving our permit from the City of Coppell, we have performed the following construction: Drilled piers per engineering plans approved by the City of Coppell. Childress Engineering performed site inspection of piers. Ramer Concrete poured piers. Ramer Concrete formed pad on the above piers. Ramer Concrete tied steel as specified by Childress Engineering's approved plans. Rhodes Surveying performed Form Board Survey as required by the City of Coppell. At this point, after obtaining the Form Board Survey, we called for a makeup inspection of the pad and were told the City of Coppell would not inspect without further information. At this point, we retained David H. Recht, P.E. of DHR Engineering, Inc. as of September 1St to communicate with the City of Coppell's Engineering Department to ensure we were complying with all information requests. Further information requested and given by us are as follows: Additional survey to confirm form boards were correct, performed by Rhodes Surveying Additional topographical survey; also performed by Rhodes Surveying Cut view of the wall, provided via Childress Engineering All of this requested information was retained, compiled and submitted to the City of Coppell Engineering Department by David Recht of DHR Engineering. After being granted a permit June 20, 2017 and submitting all requested information, we have had extreme difficulty communicating with the City of Coppell Engineering Department for three weeks, until October 12, 2017. On this date, we were told "We can't approve this because when I see false data like this, it makes me feel like someone is trying to hide something". We were asked to do a second topographical showing the bottom of the wall, not the entire creek bed. I believe this is a misinterpretation of the data, not false data.
