From: MEMORANDUM Peter Smith, City Attorney Ken Griffin, P.E., Assistant City Manager/City Engineer ~-~ Drainage Participation, Quill .Property (Freeport North Lot 3C) Date: July 10, 1996 This memo is written as a follow up to our meeting on July 5, 1996. Generally, the work involves installing a parallel drainage system associated with the Quill development. The existing system installed in the mid 80's is inadequate to convey the 100 year runoff for the developed property. Our requirement is that the storm drainage systems either have to convey the 100 year runoff or the developer of the property has to provide some sort of detention or retention or they have to upsize the system. In this case, the developer has indicated that he is willing to put in a parallel system, but because he has only two-thirds of the drainage area, he would like to have the developer north of him or the City pick up one-third of the cost. The system will be approximately 480 feet on the Quill site and approximately 300 or 400 feet offsite. The system will convey all the storm runoff from the Quill side. This will free up the existing system to convey the runoff when the land north of Quill develops. Attached to this memo is an exhibit showing the existing and proposed systems. The proposed design will be part of the Quill Corporation Plans by Michael Peeples and the existing system is included in the FreePort North Plans as designed in 1984 by Hawrylak and Associates. As we discussed, I am interested in determining the legal steps to go through to set up some sort of a drainage prorata for the City to participate at this time and recoup our cost in the future.
