DISCUSSIONS & CONCEUSION$
Meetin$ was convened to dlscur~ Issum with the City of Coppell afl'etOn8 eady stockin8 of the bullding~ Certificate of
Occupancy and partial CertJficale of Occupancy and to resolve'any outstandin8 en~neerln8 Issues. The following was
discussed:
1. It is the desire of Quill Corporation to be shipping product by November of 1996 which will require
~3cklng the building in October. A partial Certificate of Occupancy for the warehout, e would need to be iit~ued
¢n¢~ the entire building would not be completed by this time. The dty would require the following in order to
Issue a partial C.O. for {he warehouse.
A. Fire Lane~ and hydrants to be complete and operational.
B. Fire sprinkler and fire alarm in warehouse to be operational.
C. Inspection and approval by the Bldg Dept and Fire Dep{ prior to receivin8 slx3ck
2 The City requefzed that in order to avoid delays, inspections should be requested one to two months
prior to the date. scheduled to receive stock.
3 If landscapin8 is not in,lied prkx to date of requested occupancy and Owner would like to defer
planting undl sprin& a bond in the amount of 110~ of the cost of landscaping can be posted with the City,
refundable upon completion of the landscapin8 and Irrigation.
4. In order for inspection to occur, Fire splnkler shop. drawings and Fire Alarm System drawings mint be
submitted and approved by the City prior to Installation. ~
The storm sewer Issue was discussed with Ken Griffin, Mike Peeples and Jim McEIroy. The city indicated that the existin8
system was insLalled by the old Municipal Utility Disulct prior to jurisdiction by the City, and does not meet current City
standards. In order to accomodate the addiUonal storm water runoff created by new development~ several ~oluUons and
alternative were discussed that would be acceptable to the City as follows:~r'~
1.
A
parallel pipe system could be Installed to handle he e~cess runoff (rom Quill to the exl~nl~42'~lla
pipe on the property south of Quill.
2. An ear,hen swale could be constucted to conduct the exoes~ runoff form the Quill property to the c~eek
to the south.
3. A combination of the above.

Quill was to analyze the cost of each option and notify the city of their selected option. The CILy asreed to inve~isate the
possibility of assessin8 an Impact fee on the adjacent property owners to reimbuse Quill in the event that Quill chooses to
improve the eixllJng system with a parallel pipe.
The city considered the earthen swale option as a tempory condition and would require that the existin$ system be
improved with the parallel pipe before the City would 8rant permit approval for the proposed buildin8 expan~on.
