The first Replat of Lots 1-5 was approved by Council on August 8, 1995. Replat of Lot 3C and Portion of Lot 5R was approved by Council on April 9, 1996. TRANSPORTATION: Royal Lane is a C4D/6 four-lane divided thoroughfare in a right- of-way containing 110 feet of dedication (adequate for a six-lane divided thoroughfare). Creek'view Drive is a C2U two-lane undivided collector street in a 60 feet right-of-way. SURROUNDING LAND USE & ZONING: North vacant; "LI" Light Industrial zoning South - MEPC building; "LI" Light Industrial zoning East vacant; "LI" Light Industrial zoning West vacant; "LI" Light Industrial zoning Item # 6 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property suitable for light industrial and showroom uses. DISCUSSION: The replat is to create a single 11.42 acre lot to accommodate the construction of a 105,920 square foot office/warehouse facility with an anticipated 60,100 square foot future addition. The applicant generally complies with city requirements. However, the applicant will have to go to the Board of Adjustment to request a special exception for parking. A building of this size is required to provide 130 spaces and the applicant is short 37 spaces. However, if the future expansion and parking are built as shown the applicant eventually would comply with the parking requirements. The fenced storage area located immediately to the east of the truck court should be screened with a 6 foot high brick masonry wall. However, City Council may waive or modify the requirement. Applicant is proposing extensive feature landscaping with a monument sign at the southwest corner of the property. Applicant will have to furnish an elevation for the sign which delineates dimensions and specifies the building materials to be used. Staff requests that a notation be placed on the landscape plan that future parking spaces located against the eastern property line and fire lane will be screened with a hedge screen 30" in height. The required tree ratio for the non-vehicular open space should be corrected to 1 tree per 2,500 square feet of open space. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Planning staff recommends approval of the replat subject to the following conditions being met: 1) Board of Adjustments approval of a special exception for the parking. 2) City Council approval of a waiver of the brick masonry requirement for the fenced open storage area adjacent to the truck court. 3) Submittal of the monument sign elevation. 4) Inclusion of a notation on the landscape plan indicating a future 30" high hedge to screen for future parking spaces against the eastern property line and the fire lane. 5) Change title block and renumber lot consistent with previous work (see Lot 3C, Replat of a Portion of Lot 5R of Freeport North). 6) Compliance with Engineering Comments.
