This submittal was reviewed as it pertains to the preliminary schedule. These comments are to provide clarification as to the edits/changes that will be required in the submittal of the Complete Schedule and should be discussed and clarified as needed during the review meeting to be held between the contractor, owner, and engineer as per Section 12.03 of Specification 00700. 2. As per Section 12.02 of Specification 00700, “No payment will be made during the first ninety (90) days without a Preliminary Schedule, nor after the first ninety (90) days without a Complete Schedule which has been reviewed and tested by OWNER's Representative.” 3. This Preliminary Schedule is acceptable for the purposes of processing a Pay Application for Bonds and Insurance costs. Any additional payments will require an approved Complete Schedule. 4. Per Section 12.01 of Specification 00700, schedule must be based on the critical path method. Please apply the appropriate activity path to the schedule as outlined in Article 12 the General Conditions. Without a clear critical path, comments presented may not represent a comprehensive list of comments for issues with conflicts related to predecessors and dependencies. 5. Per Section 12.04.1 of Specification 00700, “Diagrams shall show the order and interdependence of activities and sequence in which work in to be accomplished, as planned by contractor. The basic concept of the Critical Path Method will be followed to show how the start of a given activity is dependent on the completion of preceding activities and how its completion restricts the start of following activities.” 6. One critical path is not shown on the schedule. Per section 12.04.2 of Specification 00700, “One critical path shall be determined and shall be clearly indicated on the diagram.” 7. As per Section 4.06.7 of Specification 00700, “No portion of the Work requiring a Shop Drawing or Sample shall be commenced until the submission has been approved by ENGINEER. Per Section 12.03 of Specification 00700, “Contractor shall participate in a review and evaluation of the proposed network diagrams and analyses by OWNER's Representative.”. Please schedule a meeting with TRA and engineer to discuss this submittal. 9. Complete schedule must show submittals etc. per Section 12.04.02 of Specification 00700, “Detailed network activities shown on a detailed or sub-network diagram shall include, in addition to construction activities, the submittal of Samples of materials and Shop Drawings, the procurement of critical materials and equipment, fabrication of special material and equipment, and their installation and testing.” 10. Plot the complete schedule so the network flow is from left to right, per Section 12.04.02 of the Specification 00700, “Detailed networks, when summary networks are also furnished, shall be drafted to show a continuous time scaled flow left to right with no activity arrows from right to left and top to bottom.” 11. Many schedule items do not show a successor, please add dependent successor items accordingly (see attachment). Revise logic between predecessors and successors or explain how you assign relationships. Revise slack times also. 12. Per Section 12.04.3 of Specification 00700, “If the Project is of such size that the entire schedule cannot be readily shown on a single sheet, a summary network diagram shall be provided. The summary network diagram shall consist of a minimum of 50 activities and a maximum of 150 activities and shall display Work item summaries and highlight interdependencies between adjacent Work items. Related activities shall be grouped on the network. The critical path shall be plotted generally along the center of the sheet with channels with increasing float placed towards the top or bottom. The summary network shall be time scaled using units of approximately one-half inch equals one week or other acceptable suitable scale. Weekends and holidays shall be indicated. Where float time exists, the activities shall be shown on their early schedule; early start and early finish. 13. Refer to Section 12.04.4 of Specification 00700 for the minimum information requirements to be included in the schedule for each activity. This includes but is not restricted to earliest/finish, actual start/finish, latest start/finish, float time, activity responsibility, and corresponding work item from schedule of values. 14. Schedule should incorporate realistic dates. Example, the submitted schedule date is 11/17/17, yet Activity 17A, “Furnish and Install 36” – SS Pipe OTOC starts on 11/17/17. On 11/17/17 the Contractor was not ready to start work, consequently the Contractor cannot schedule starting work that same day. 15. The Activity names for Activities 17A.2 and 17A.2.1 are the same. Please change them so that they correlate to the actual stations for each segment. For example, the station should be from 135+27 to 136+62 for 17A.2 and from 136+62 to 137+62 for 17A.2.1. 16. General comment – Breakdown the cost of Main activities into the different sub-activities. Relate them with the corresponding Schedule of Values cost. Create the Schedule of Values from the Activities of the schedule. 17. General Comment – Submittals and proposed dates as presented in this schedule should correspond with the submittals schedule (SD- 18. Title the document with a Header that says: Baseline Schedule or As-Planned Schedule 19. Use the Schedule of Values number instead of column named as CPM. 20. This is a baseline progress schedule. None of the activities shall be presenting progress at this submittal (e.g. Act. 1,2,4,33,34,35, etc.). 21. Procurement activities were not included in the schedule. Include long lead time orders (over 60 days) for materials and equipment delivery. 22. Add milestone activity for Pre-Con meeting prior to works at Sta 111+00 and 140+56.87 of Main A and Main D and E. 23. Add activity for additional notice to City of Carrollton prior to the works near the Meter Station. 24.Activity 1 – Project is scheduled to finish on 9/5/18. Revise if Act. 6 & 21 for Schedules are the same. If not, please explain. 28. Act. 7 – Construction sequencing – is that a submittal? Please explain what it consists of. 29. Act. 8 & 19 for the Schedule of Values are the same with different dates. If not, explain the difference. 30. Act. 20 – Project Management and Coordination is considered to be required for the entire project and not for 10 days only. 31. Act. 23 is not recognized as an activity for scheduling purposes. Please explain. 32. We cannot figure out what are the sub-activities that compose Act 22 Site Preparations 33. General comment – Correct scheduled dates for activities and submittals already completed with the actual ones. 34. Act. 28 Traffic Control Plan development and implementation to be in effect for the duration of works. 35. Act. 25 & 30 are found to be the same. Explain the difference or correct. Implementation must be in effect for the duration of the Work. 36. Act. 31 – Communicate Project to Owners, must be scheduled prior to works on the different areas that will impact the project. 37. Act. 32 Christmas Holiday Consideration is not an activity. 38. Act. 18, 35 & 36 are found to be the same for the pothole survey and report submission. Please consolidate them into one and correct scheduled date. 39. Act. 41 – In-Situ Form Survey ID, Does this refer to the Pre-CCTV Video?The Pre-CCTV Video must be completed prior to CIPP lining. The Pre-CCTV video must be submitted and reviewed prior to construction. This review and approval should be factored into the schedule. 40. Act. 42 – When establishing the critical path, please confirm that Polymer Concrete Manholes will be installed prior to CIPP lining, the predecessors and successors do not currently establish this link. 41. Act 60- Main C, can’t be constructed until after construction and testing of Main B due to elevations of existing Coppell Interceptor and conflict. 42. Act 64- Main E, this is the final connection that takes the existing interceptor off-line to flow into Main B, Main B would need to be tested and accepted prior to making this connection. Start shows 3/13/18 prior to testing being complete. 43. Act. 98 – Correct stations from 106+10 to 109+99.02 44. Act. 118- Should reference TRA 870E 45. Act. 122 and 123 should reference TRA B1 and B2, respectively. 46. Act. 133 should reference COP E1. 47.
