ITIS UNDERSTOOD that the City Council of the City of Coppell, Texas reserves the right to reject any
and/or all bids for any/or all products and/or services covered in this bid request and to waive
informalities or defects in bids or to accept such bids as it shall deem to be in the best interests of the City
of Coppell.
A. The City shall award a contract to the responsible bidder providing the best value for the EXTERIOR
WALL WATERPROOFING AND WINDOW FLASHING PROJECT — BID NO. A-0516-
01. This is NOT a low bid solicitation based on price alone. All bidders must provide
documentation and information requested in this solicitation in order to determine the best value
outlined in"B"below.
B. Pursuant to the Texas Local Government Code, § 252.043, Award of Contract, "Best Value" will be
determined by considering:

This building is a 36 story high rise building downtown New Orleans which consist of cut out and re-caulk,tooth in new
windows,fill in some windows, re-caulk 100%of the building, pedestrian coating,traffic coating, painting lintels, and
slab on grade at new sidewalks.This contract was in excess of$900,000.
All the building listed above have been completed within the last three years.

As a side note, I have seen the bid tab. I am very comfortable with the number I provided. I personally have over 40
years'experience in the masonry business alone and have done thousands of window cut outs and flashing repair jobs. I
can only attribute the spread in the numbers to either the other bidders are busy or are not comfortable with these
types of masonry repairs,and cleaning, and sealing.You can talk with just about anybody in the masonry industry and
they will attest to my knowledge of masonry. I hesitate to direct you to anybody in particular so as not to bias any
recommendation you will get.
Thanks and we at Kemco look forward to working with you and the city of Coppell to alleviate their water issues in their
building.
If you need additional references please let me know. Kemco does many re-caulk, and water issue repairs of much
smaller scope than your project. However, no leak is a small one when it's in your building!
