Specifically, this responds to a letter dated April 4, 1994, from Hr. Allen J. Harts, P.E., Dan N. Dowdey and Associates, Inc., regarding the effective Flood Insurance Rate Hap (FIRH) for the City of Coppell, Texas. Hr. Harts requested that we revise the effective FIRN to show the effects of updated topographic information along Denton Creek adjacent to the Cibbs Station Subdivision. Al1 data required to complete our review of this request were submitted with Mr. Harts' April 4 letter. Because this Letter of Nap Revision (LOHR) solely incorporates more detailed information, fees were not assessed for the review. We have completed our review of the submitted data and the flood data shown on the effective FIRN, and have revised the FIRN to modify the floodplain boundary delineations of a flood having a 1-percent probability of being equaled or exceeded in any given year (base flood) alon$ Denton Creek adjacent to Hollywood Lane and Creek Crossing. As a result of this revision, the Special Flood Hazard Area decreases, with the exception of a small increase located adjacent to Hollywood Lane. The modification is shown on the enclosed annotated copy of FIRN Panel 480170 0010 E. This LO,fit hereby revises this panel of the effective FIRN dated April 15, 1994. Due to present funding Constraints, the Federal Emergency Managmaent Agency (F~NA) must limit the number of physlcal map revisions processed. Consequently, we will not republish the FIRN for the City of Coppel[, Texas, to reflect the determination of this LOHR at this time. However, when changes to FIRN Panel 480170 0010 E for your conmunity warrant a physical revision and republication in the future, the determination in this LONR vii1 be incorporated at that time. 2 Because this LOI~R will not be printed and distributed to primary users, such as local insurance agents and mortgage lenders, your community will serve as a repository for the new data. We encourage you to disseminate the information reflected by this LOI4R widely throughout the community, so that interested persons, such as property owners, insurance agents, and mortgage lenders, may benefit from the information. We also encourage you to give consideration to preparing an article for publication in your community's local newspaper. This article should describe the changes that have been made and the assistance your community will give in providing the data and interpreting the NFIP maps. The map as listed above and as revised by this letter will be used for all flood insurance policies and renewals issued for your community. This determination has been made pursuant to Section 206 of the Flood Disaster Protection Act of 1973 (Public Law 93-234) and is in accordance with the National Flood Insurance Act of 1968, as amended (Title XlII of the Housing and Urban Development Act of 1968, Public Law 90-448), 42 U.S.C. 4001-4128, and 44 CFR Part 65. Because of the modifications to the FIRN for your community made by this LOHR, certain additional requirements must be met under Section 1361 of the National Flood Insurance Act of 1968, as amended, within 6 months from the date of this letter. Prior to January 5, 1995, your community is required, as a condition of continued eligibility in the NFIP, to adopt or show evidence of adoption of floodplain management regulations that meet the standards of Section 60.3(d) of the NFIP regulations. These standards are the minimum requirements and do not supersede any State or local requirements of a more stringent nature. It must be emphasized that all of the standards specified in Section 60.3(d) of the NFIP regulations must be enacted in a legally enforceable document. This includes adoption of the effective FIRDi to which regulations apply and the modifications made by this LOHR. Some of the standards should already have been enacted by your community. Any additional requirements can be met by taking one o£ the following actionsl 1. Amending existing regulations to incorporate any additional requirements of Section 60.3(d); Adopting all of the standards of Section 60.3(d) into one new, comprehensive set of regulations; or Showing evidence that regulations have previously been adopted that meet or exceed the minimum requirements of Section 60.3(d). Communities that fail to enact the necessary floodplain management regulations will be suspended from participation in the NFIP and subject to the prohibitions contained in Section 202(a) of the Act as emended. A Consultation Coordination Officer (CCO) has been designated to assist your community with any difficulties you may be encountering in enacting the floodplain management regulations. The CCO will be the primary liaison between your community and FEHA.
