Parkway fr.S.T.I.) and ]~reeport Date: July 26, 1996 As requested by the Police Department on June 19, 1996, we have investigated the above mentioned problem. To resolve the problem would require the removal of rocks, reconstruction of the median on Freeport Parkway, adjusting the GTE vault and relocating the gas meter. Each of those issues have associated problems. Our estimates show that the cost to reconstruct the radius and median is approximately $6861.00. We received three estimates, one from M-Co ($14,290); one from North Texas ($12,250); and one from Abcon ($6,861). In regards to Lone Star Gas, it's my understanding that they are willing to relocate the meter to the north side of the facility. However, there would be an associated cost to T.S.T.I. I am unsure what that cost would be. On the GTE issue, they have indicated that they would be willing to relocate the vault. However, there would need to be an easement granted from T.S.T.I. to GTE. However, GTE is taking a very cautious approach and has indicated that because of the complexity of relocating the vault, they are not willing to proceed with this project until we notify them in writing that we are willing to proceed with the reconstruction of the median and the radius. GTE's letter states that it would be a long and costly procedure. They have not defined what long and/or costly is. I've spoken with Jennifer Armstrong, Finance Director concerning the funding for this reconstruction, the only source of revenue we identified was potentially out of the Streets Department Operating Budget. Attached to this memo is the June 19, 1996 letter from the Police Department, a July 12 letter to myself from Atul Patel, a July 22 letter from GTE to the City of Coppell and estimates of cost from Abcon, M-Co and North Texas Contracting. If there are any questions concerning this, Atul Patel, E.I.T., Graduate Engineer should be able to answer them. If in fact, we are unable to accomplish this project, we need to consider possible restrictions on right-turn movements off of Southwestern on Freeport Parkway.
