' ,~ [~g ~'~' ' RE: Gibb's Station'Flood Plain Coppell, Texas Job No. 91-077 Dear Ken: Per our telephone conversation today, I have assembled the documents that have been used to track the Flood Plain Documentation regarding this project. Attached are the following: 1. October 16, 1991 FIRM for Coppell. Note that the elevations adjacent to Gibbs Station vary from 446 to 448. Although I reference this data, the site was above subsequent flood plain elevations. The important issue with this map is that it more accurately reflects the location of the flood plain. This was the official FIRM documentation at the time of development. Also attached is a copy of the aerial topographic map prepared by Teague, Nall& Perkins, Inc. and Dallas Aierial Survey, Inc. referred to as "Pre-Development Condition." 2. December 18, 1991 Preliminary FIRM for Coppell. When this preliminary map was issued, it contained some corrections that had been in error prior to issuance; however, the 100-year flood plain elevation was raised one foot reflecting in water surface elevations varying from 447 to 449 adjacent to Gibb's Station. The previously mentioned aerial topographic map supports that even with this increased water surface, the site before and as developed is not located within the 100-year flood plain and that the flood plain shown on the October 16, 1991 map is still most accurate. 3. October 15, 1993 Proof FIRM for Coppell. We recently received this proof copy for our use. It is basically the same as the December 18, 1991 map as it relates to Gibb's Station; however, this time, it includes the lakes in the Lakes of Coppell. Attached is additional topographic data prepared by Dallas Aerial Surveys, Inc. referred to as "Post-Development Condition." This information was supplied to support the fact that the developable portion of the site is well above the 100-year elevation and the fact that our intent was not to encroach into the flood plain as defined by the official October 16, 1991 map. Our intent in bringing this issue to a resolution is to obtain a FIRM that clearly reflects the condition of the development. We do not take issue with any individual, but we do need an accurate FIRM. The exhibits which have the development superimposed into the above mentioned topography maps may be used to represent the situation from an unbiased third party.
