Dear Mr. Phy:
I have received your letter dated August 20, 1993 concerning the existing Municipal Utility
District's 27" sanitary sewer line along the southern portion of Gibbs Station Phase II. This
letter is being written to clarify several items in your letter:
1) The City of Coppell has made a video recording of the portion of the sanitary sewer line in
question and based on that video it was the opinion of Steve Goram, Director of Public Works
and Howard Pafford, Water Superintendent, that there were some problems associated with the
existing line that could lead to rapid deterioration in the very near future. An open invitation
has been extended to Jeff Hawkins, of Pierce-Lunsford Associates, to stop by and view the
video. Most recently, I spoke with Mr. Hawkins on Friday, August 6, 1993 concerning this
portion of the Municipal Utility District's sewer line. I suggested to Mr. Hawkins that he call
Mr. Goram to set up a time when they could mutually review the video. Mr. Hawkins indicated
that he would try to schedule something on Monday, August 9, prior to the regularly scheduled
MUD meeting. It is my understanding that Mr. Hawkins has yet to set up a firm time to view
the video with Public Works.
I would again request that Mr. Hawkins schedule a time with Mr. Goram so that the video can
be reviewed.
2) Your letter indicates that it is your understanding that this line is included in the City's Impact
Fee Program. I have evaluated the various sanitary sewer improvements included in our Impact
Fee Schedule and this line is not included in the impact fee calculations. The impact fee
calculations concentrated on lines that, based on our Master Plan, would be constructed within
the time frame of January, 1991 to January, 2001. This line is shown on our Master Plan to
be constructed during the time frame of 2001 to 2010.
The impact fee calculations are updated approximately every 3 years and at some point, once
this line makes it on the City of Coppell ten year Capital Improvement Program, it will be
included in the calculations. However, as stated, it is not included in the current impact fee
calculations.
As previously stated, the City of Coppell is very concerned about the construction of this line
at some time in the future when homes have been built on lots 14 through 19, Block A, Gibbs
Station Phase II. Even if this section of line is micro-tunnelled, there still could be a potential
for problems. The City recently received a letter from a resident that lives adjacent to the
Grapevine Creek Sanitary Sewer line in which the City is micro-tunnelling. Even with micro-
tunnelling, this resident is concerned about the dirt spewed into the air at the project, the fact
that the trucks and loaders make the house shake and the fact that the contractor had to secure
a path behind the house so that materials could be trucked in and waste material could be trucked
out. Also, the possibility exists that if the auger bit for the micro-tunnelling process encounters
a problem, then the area of the problem would have to be open cut and the bit recovered. This
has happened on the City of Coppell's micro-tunnelling project and a pit approximately 20 foot
long, 8 foot wide and 24 foot deep was excavated to retrieve the equipment.
The City of Coppell is not trying to be difficult to deal with in this process. However, as you
are well aware, once homes are built and residents improve their property it will be very
difficult to reconstruct the sanitary sewer line without a tremendous adverse effect on the
residents. The City of Coppell is only suggesting that now would be the time to reconstruct this
line because it is already showing signs of deterioration and some infiltration problems.

The City of Coppell has recently released the construction plans for Gibbs Station Phase II.
However, the City has voiced concern for quite some time about the existing Municipal Utility
District's sewer line along the southern portion of a section of Gibbs Station Phase II. We have
been in contact with the developer and with the Municipal Utility District to try to persuade them
to replace the sewer line. At this time, a resolution to that problem has not yet been arrived at
to the satisfaction of all parties involved. Therefore, I am writing this memo to you to request
that no building permits be issued on Lots 14-19, Block A Gibbs Station Phase II until further
notice.

Dear Ken:
Reference to your Memorandum of August 17, 1993, regarding the
District's main sewer interceptor line in the southern portion of
Gibbs Station Phase II.
As you are aware, the District has a TV tape of this portion of
the line and provided the City with a copy of it. This
investigation did not indicate there was a justification to
immediately replace this line.
It is our understanding that the City has made a camera
inspection of the line. If you feel this tape would be helpful to
the District in its evaluation of this matter, please provide a
copy of it to Pierce-Lunsford for their review.
It is also our understanding that this line was included in the
City's Impact Fee Program. Please advise how these funds will be
applied to a replacement and/or enlargement of this line.
