Grand Cove-CS 960205To: Greg Jones, Chief Building Official From: Atul Patel, E.I.T., Graduate Engineer ,.7° RE: Grand Cove wrought iron fence for lots 17,18 Date: February 5, 1996 This is in reference to our conversation on Friday January 27,1996 regarding Lots 17 and 18 in Grand Cove Estates. It is my understanding that the owner of Lot 18 is concerned about children playing on top of the headwall on the east side of Wales Court. He has asked you if a wrought iron fence can be constructed next to the headwall to prevent kids from playing near it and jumping off it into the bottom of the creek. According to the Grand Cove Estate plans, the top of the headwall elevation is approximately 496.6', while the 100.vear water surface elevation is 490' in this area. The proposed wrought iron fence would be located outside of the public R.O.W. and on a drainage easement which would require a hold harmless letter from both lots 17 and 18 regarding maintenance of the fence being the responsibility of the property owners. The wrought iron fence would not be allowed to attach to the headwall and must be built on lot 18 at the same time as the other half of the fence on lot 17. In order for the city to maintain and access the headwall, the fence cannot extend to the existing fence on lot 18. The approximate location of the proposed fence allowed is shown on the attached drawing for your information. Also. the property owner of lot 17 must be in agreement to construct the fence next to his side of the headwall in order for the concern of children playing on the headwall to be addressed.
