Please find attached a copy of a letter from the Federal Emergency Management Agency regarding
the approval of a map revision for the existing channelization and recently completed drop structure in
the above referenced reach of Grapevine Creek. As you know the channelized portion of this project was
constructed aplSroximately ten years ago. However, FEMA would not issue a map revision because of
erosive velocities immediately downstream of IH635. The drop structure as required by both FEMA and
the City of Coppell has been constructed by Catellus Development Corporation. We are trying to process
this final letter of map revision quickly so that this reach can be shown correctly on the revised Flood
Insurance Study Maps currently under review.
The auached letter contains three items which must be addressed to complete this submittal. Item
1, the publication is currently scheduled for February 21st in the Citizens' Advocate. Item 3 is being
coordinated by Halff Associates through Matt Miller of FEMA in Washington, D.C. Item 2 concerns
maintenance of the channel. My understanding is that maintenance is handled through the Public Works
Department. The City of Coppell's nuisance ordinance along with a short letter stating the frequency of
inspections and/or maintenance should be sufficient (See paragraph highlighted in Conditional letter, also
attached). Please copy me on this letter.
As sm_ted previously, we are extremely anxious to complete the review/approval pro~s~ for lhi~
project so that the city's new FEMA maps will be as up to date as possible. The Engineering Deparunent
is currently completing their review of the preliminary revised F.I.S. maps and they are including this
project in their comments with a request that it be shown on the final maps. We would really appreciate
