Village Parkway Ground Storage Res. No. 2
:·
ndr , ~ate: June 29, 1995
Ken,
As we discussed shoaly beBre you went on vacation, we have worked up a demiied scope of se~ices ~d
estimated qu~tities Br Materials Testing ~d Quali~ Con~ol on the Village P~kway Ground Storage
Rese~ior No. 2 project. ~e estimated quatitles ~e b~ed on ~e cons~ction pl~s, specification ~d
discussions wi~ ~e ~ con~actor relative m ~e number of piers, wall panels and roof p~els ~ticipamd.
~e estimated materials ~d q~li~ con~ol test~g mquked ~e ~ Bllows:
1. Utilities
a) Laboratory Testing
i) ASTM D 698 Moisture Density Relationships: 2 test
ii) Atterberg Limits Test: 2 test
iii)' Percent Materials Finer than No. 200 Sieve: 2-test
b) Field Testing
i) In Place Moisture Density Tests: 16 test
ii) Trip Charges: 4 trips
2. Drilled Straight-Shaft Piers
a) Field Inspections
i) Cont. Inspection of Pier Drilling, Reinf. Steel and Concreting: 200 hours
(Based on 13 piers per day)
ii) Compressive Strength Concrete Cylinders (With Inspection): 100 test
iii) Trip Charges: 25 trips
3. Suspended Slab Concrete
a) Field Inspection and Testing
i) Reinforcing Steel Inspection: 6 hours
ii) Continuous Inspection of Concrete Placement: 38 hours
iii) Compressive Strength Concrete Cylinders (With Inspection): 60 test
iv) Trip Charges: 4 trips
4. Precast Wall Concrete
a) Field Inspection and Testing
i) Continuous Inspection of Concrete Placement: 27 hours
ii) Compressive Strength Concrete Cylinders (With Inspection): 36 test
iii) Trip Charges: 9 trips
5. Domed Rood Concrete
a) Field Inspection and Testing
i) Continuous Inspection of Concrete Placement: 42 hours
ii) Compressive Strength Concrete Cylinders (With Inspection): 56 test
iii) Trip Charges: 14 trips
6. Mortar
a) Field Testing
i) Fabrication of Mortar Test Specimens: 9 hours
ii) Mortar Compressive Strength Test: 9 test
iii) Trip Charges: - 3 trips
Based on the above estimated number of test, man-hours and trips required we suggest you budget in the range
of $14,500 to $15,000 for material testing and quality control on this project. This budget estimate is in the
range of 0.50% of the total project construction cost. Of course the final materials testing and quality control
cost on this project will be dependent of the actual number of test performed, man-hours expended and trip
charges accrued.
Ken, I am sure you are aware that most reputable materials test labs consider the work they perform, and th~
test results they prepare, professional engineering services. We tend to agree with that philosophy. As that is
generally the case, most materials testing companies will not submit priced proposals for bidding purposes.
The selection of a fn'm for these services should be based on professional experience, reputation and ability to
perform the work. Once a firm is selected, fees and fee schedules should be discussed and negotiated.
We believe Gee Consultants, Inc. is most familiar with this project since they provided the geotechnieal report
during the design phase of this tank project. Further, they appear to have the experience and ability necessary
to complete the materials testing work to the City's satisfaction. You have not ask for our recommendation in
this area, but we believe that the City would be best served by selecting Gee Consultants, Inc. for the materials
testing and quality control work on this project.
We were hoping to schedule a pre-constmction conference for this project during the week of July 10th and
issue a work order at that time. If possible, it would be in the best interest of the City to have the materials
testing lab at least selected at that time so that they could attend the meeting.
