It is our understanding that the 2% project fee to the City of Coppell is to offset the City's costs for inspection. The grading for this project is approximately 75% complete to date and has not required any inspection to date. The grading inspection, if any, will be extremely minimal. The clearing and grading is complete and required no inspection. The structural excavation has been completed and did not require inspection. The accelerated schedule reflects the Contractor's cost for cutting the project time by 70 calendar days in order to complete the project by the end of September and should simply reduce the City's costs. The hydromulching will not require City inspection. The rock rip rap would require only a minimal amount of inspection time, if any. The items that we feel should be included in the inspection fee are the Class C 4000 psi reinforced concrete for the structure, the galvanized pipe rail, the two rib-surface finish and the select backfill. These items are all directly associated with the structure as opposed to the channel. The contract total for these items is $108,440.00. A 2% inspection fee for these items is $2,168.80. Box 478 Coppell, ~ 75019 Attn: Ms. Shohre~hmand, Acting C~ En~neer Re: Gateway Business Park - D~ ~p Rap vs. Grouted Rock Rip Rap Grape~ne Creek Drainage ~provements, Coppe~, Texas Dear Sho~e: We wish to request that grouting of the rock rip rap be eliminated as a condition to the construction drawings approval for this project. As stated in our submittal of July 31, 1991, the rock rip rap gradation, indicated on the construction drawings, was selected based on the design water velocity and depth in the channel and does not require grout to remain stable. Dry rock rip rap will provide a roughness coefficient of 0.35 whereas grouted rock rip rap provides a roughness coefficient of 0.25. The concrete surface roughness coefficient is 0.15 and the roughness coefficient for the grass lined channel is 0.45. As you can see the dry rock rip rap will provide a more effective transition between the concrete surface and the grass lined channel. The grouted rock rip rap will increase the velocities in this section increasing the possibility of stowing. In addition the dry rock rip rap provides a flexible lining as opposed to a ridged grouted rock rip rap, again providing a more effective transition between the concrete structure and the grass lined channel.
