we received a proposed grading plan, prepared by Nathan D. Maier
Consulting Engineers, Inc., from Mr. Ron Knight on February 8, 1991
regarding the above referenced erosion control wall (wall).
We have reviewed all related documents and have no objection to the
proposed plan, as long as the following comments are addressed:
The submitted grading plan must be sealed by a registered
professional engineer, since the proposed activity is
within the floodway limits of Grapevine Creek, as per the
Floodplain Ordinance #87390, Art. 5, Sec. B, Item #6 - a.
A note must be delineated on the grading plan indicating
that the proposed wall will not have any adverse impact
on the flood waters within the floodway. The proposed
wall measurements, such as the height and the length,
etc., must be delineated on the plan. Provide two (2)
sets of plans.
As per telephone conversation with Mr. Ron Knight, he has
assured me that cut and fill activity will be kept to an
absolute minimum, and be utilized only if needed for
proper wall construction. He also indicated that the
ends of the wall will be turned into the bank for a
smooth transition from R. Rap wall to the earthen
channel. Such transition must be constructed properly to
avoid any damages to the wall and the existing creek
banks, in the event of possible erosion outside the wall.
The City of Coppell be furnished with a "Hold Harmless"
letter, to indemnify and hold the City harmless from any
damages resulting from such activity. (See attached
letter dated December 5, 1990.)

Upon completion of said wall, the applicant must provide
this office with one set of As-Built plans. Said plans
must be sealed by a registered professional engineer, and
certified by a registered public surveyor in the state of
Texas, as required for our records.
The attached detail design section of the proposed wall
was submitted by Mr. Knight. This 8 1/2" X 11" design
section, referred to as R. Rap Slope Protection, has been
prepared and sealed by Mr. Jay L. Hansen, P.E., dated
January 5, 1990.
A floodplain development permit form has been submitted
to this office, #910208NDM.
I have had several conversations with Mr. Ron Knight and Mr. Nathan
Maier, and his staff, regarding this plan, and requested that the
needed documents be provided as soon as possible. However, as
mentioned earlier, we have no objection to the proposed erosion
control wall. We, therefore, recommend that you consider issuing
a permit with a condition that the above documents be provided to
the engineering division no later than February 28, 1991.

Dear Mr. Maier:
Enclosed please find copies of documents we received from Mr. Ron
Knight, the contractor, for Staff's review and evaluation of his
request regarding the above referenced erosion control wall, on
November 28, 1990. We reviewed the submitted information, as per
your request during our telephone conference on December 4t 1990.
As you may know, this area of Grapevine Creek has experienced
erosion, as identified in the Coppell City-Wide storm Water
Management Study. We, therefore, are in favor of any functional
erosion control plan and have no objection to the above project,
as long as the following comments are addressed.
1) Provide a grading plan showing the existing and proposed
grades as they relate to the wall, sealed by a registered
professional engineer in the State of Texas. The
information on the attached grading plan can be used as a
base plan, with some modification along with the engineer's
seal. Upon completion of the proposed wall, provide the
City with the As-Built grading plan(s), certified by the
registered public surveyor.
2) Provide some details showing erosion protection along the
edges and the bottom of the wall. Smooth transition is
recommended between the proposed wall and the earthen
channel, by use of materials such as rock rip-rap or similar
material.
3) The existing creek bed and creek slope must be maintained
and the fill activity, must be kept to minimum, as it may
become necessary for the proper construction of the wall.

4) Comply with the City of Coppell Floodplain Ordinance #87390.
We recommend that the height of the proposed wall be above
the two-year water surface elevation.

The City of Coppell be furnished with a "Hold Harmless"
letter stating that the applicant(s) will assume ail
liabilities associated with this activity; and will
indemnify and hold the City of Coppell harmless from any
damages resulting from this activity.
If you can facilitate the proceed of this project, please provide
the above listed information, along with your written response
and recommendation. Once again, please note that we are in
support' of these types of projects, as long as the City of
Coppell's minimum standards are complied with, and a reasonable
and sound engineering design criteria is being applied.
