RE: Intersection Southwestern/Freeport Parkway
Dear Ms. Yahil:
Please find attached the information requested regarding improvements made at
the northeastern portion of the intersection of Southwestern Boulevard and
Freeport Parkway.
According to our City Engineer, Ken Griffin, P.E., all improvements made to
the turning radius at the above referenced intersection was completed with the
City of Coppell right-of-way and at your clients request. Thus, any damage
done to your clients property (ie. sprinkler system) would have been due to it
being within the City's right-of-way.
Also, it is still questionable as to what particular entity (see attached
correspondence) would have been responsible for this damage since all were
involved in this project.
I have discussed this matter with Garreth Campbell the City Public Works
Inspector on this project and he was not aware of any sprinkler system being in
the area in question.

This is in reference to the radius enlargement at the N.E. corner of Freeport Parkway &
Southwestern Boulevard.
Before the improvement was constructed, I sent a letter to G.T.E. on March 12, 1997 requesting
a timeline on how long it would take a G.T.E. to relocate the existing vault and cables along
Southwestern & Freeport Parkway. On March 17, 1997, I received a letter back from Mac Beth
Whaley at G.T.E. stating they have completed work to relocate lines out of the proposed turn
radius on the northeast corner of the intersection, and the vault can be demolished during the
construction of the radius. I have attached the letter for your information.
Abcon Paving was contracted to begin the radius enlargement on April 15, 1997. According
to the contractor, the irrigation line was already cut before the work on the radius had started.
All work on the enlargement of the radius at the northeast corner of the intersection was in the
city's R.O.W. I have attached an exhibit for your information.
